That is the charm with Eberron ;). It's not the standard thing, which is also why Planescape is so awesome.
Actually I think it is in part due to Eberronian Cosmology. It is somewhat isolated from the rest of the multiverse or some such. Kind of like Ravenloft is in its own way. Both are realms which you can not easily get to or from.
