Consider that the maximum spell penetration bonus you can gain, ever, is +38.
30 caster levels + 4 practiced spellcaster (because doubled up levels), +4 from
the Spell Penetration feats.
Even SR41 gives you a 10% chance to resist spells cast by the pinnacle of non-
ECL spellcasting. SR45 is a 30% chance to resist them. On top of saving throws
checking for 1s.
What this means is that you have to fight a known Mage Slayer with spells that
don't allow Spell Resistance or reduce their damage with a saving throw, such
as the Orb of <Element> spells.
The class strikes me as situationally powerful against magick-using enemies,
but far from ~over~powered, as they can't buff themselves with spells, and the
RP involved in their flavour discourages them from accepting beneficial spells
from magicians, or even having magicians as friends. They can't use wands, or
equip Boots of the Sun Soul without monk levels, and their beneficial magick is
restricted to what appears on potions, apparently.

I doubt there are going to be many 1-level dip, since taking 3 (non-fighter) feats, a class slot and not being able to use spells for 7+HD spell resistance is not exactly strong.
LL: Actually you can get much higher then that if you're really optimising for spell penetration (Red wizard, and Epic Spell Penetration), and even if you're not, there are spells that reduce SR. That said the class was designed with PvE in mind, not PvP and was not balanced around it either.
Just a little something I realised, a little mistake from me when I copy-pasted the description: They CAN use UMD, and CANNOT use spell effect from any source. Which means Boots of the Soul Sun is yes (if you really want to invest in UMD just for that) but potions are NO. Wiki updated with the actual ability.

Wizard Slayers typically forsake magic via an oath similar to a sacred fist swearing a vow to never use weapons. I wouldn't believe that a wizard slayer allowing others to cast buffs on them would be consistent with the class. It shouldn't be much of an issue anyway considering it's easy enough to find +5 attributes. JMO. Those in charge can discuss at their leisure if they so choose to.

I left the description intentionally vague. While the class name may be provocative, a Mage Slayer does not have to be a mass wizard-murdering psychopaths any more then druids need to be eco-terrorists. They just have to, for one reason or another, forsaken the use of spells. I leave it up to players on finding the reason, but I've already seen multiple characters who this class would fit.
Examples of non mage-hatting Mage Slayers could be the knight who believes using magic in combat is dishonorable. Yet he won't go and slay mages any more then a paladin will go around and slay poison-using rogues. Another good example from actual cannon (FR) are Halruaan jordaini. Or a brutish barbarian that believes magic is a crutch for the weak.
