New Guidelines For Reporting Player Issues

We posted a one a couple days back, but figured it required a little bit more work and made a more refined version to accommodate to the server atmosphere we hope to convey. It's mostly intended for players that are new or players considering administration/DMs are Judge Dredds downloaded from Mars and thus appearing intimidating because they have slightly differently spelled title implemented to the name :P
