A Couple Minor Forum Updates

So today made a couple minor forum updates that are mostly exclusive of each other, but still figured I'd note about them.

First is Alteration in the SIGIS forum, it's quite subtle, but currently we're giving a test run for allowing "SIGIS members" to have a bit more freedom within there, but also to avoid stringing replies since it feels a tad off for a news paper articles ;) it's not exactly a chat. Concretely it means this:

- People can create a topic and post that single message (at a time) normally, however unless you're EM/DM/SIGIS member, you'll be unable to reply to this.
- SIGIS group has been added and it's a "limited power moderator" over SIGIS forums, they can pin/unpin, lock/unlock and merge/split topics, but not edit or delete topics other than their own.

So mainly it's made a bit more toward a "magazine" format, while just about everyone can post their topics with usual freedom. There's going to come a bit of IC soon also regarding the change.

I'm gonna let it run a week or two and if it's hated, then I can easily just change it back.


Second is addition of "RP Q&A" forum which kind of speaks for itself, got questions pertaining RP and we'll answer.
