Sigil: City of Doors

Server is down for a few minutes as I do some maintenance and apply a hotfix. The following things should be fixed:

- Gems and Essences required should correctly display on the GUI
- Enchanting should take gems
- Gems will no longer all be worth over 300gp
- NPCs will no longer trigger gem mines
- Crafting traps should work again
- Caster Level from prestige classes should be correctly calculated
- Gem Veins will be slower to respawn

Also, bonus feature: DM's/EM's can now enchant without needing any crafting materials or meeting the requirements (for quest-related item creation).

Fixed the gemstones not registering with the gui bug. The hotfix of the hotfix will take effect after next reset.
