Sigil: City of Doors

Lately I've read a bit of the In Character stories and start to see an alarming rate of "personal groups/armies" of NPC at PCs disposal, be it from any source, I would like to just remind that what PCs have at their disposal is what they really possess and can do... NPCs are at DMs disposal. Now some minor NPCs like lesser guards (nothing elite...) casual nobody-civilian-victims, messengers or something small are fine... but otherwise... recruit PCs if you want to have "group/army".
