What's the reason of this? If people want to know each others biographies then why can't they ask IC? And if they know it OOC what is the use of it? To develop our own chars that we created? I think it's a bad idea to enforce such things. If people want to make up such things they can do it freely and if they don't want - it's their choice.
Edit: and if majority requested it, why minority wasn't asked about it?

You need not put anything you don't want other players to see on the bio.

It's simply to prevent things such as...

Someone deciding to play a deity in disguise as a bright pink gnome who's met the Lady of Pain, or anything else equally ludicrous.
