The server uses the Factols Manifesto (andother books) as a sort of loose reference. By and large, things are run and cannonized as per what makes sense/ what ends up being more fun for people. Politics and Factions likewise become shaped by the players actually filling their ranks, not exclusively (but not entirely without) the will of NPC's written in a book years removed from the here and and now. Theres also only so much emphasis you can keep on NPC's i a persistent world.
With that said, the above do make an appearance here and there, and are not by any means dismissed as unimportant.
