Isn't it set to a busy ambient sound set already?
Of course, that doesn't solve the issue of people just not playing with the sound on.

I'm not entirely sure what's the point of this topic. But to me it seems to be about "capability to react to others" and I think that exists still. If my character finds something outrageous, surely my character has the right to react to it? Having been in busy markets, and I do mean blobs of clothed flesh and move with waves of masses-busy, it doesn't get that loud that you can't actually maintain a dialogue or that you won't hear, heck those places have cafes and what not where you can literally just have a seat and small talk. People strut around watching and browsing things while talking with their friends, if you went deaf from the sheer volume of things, nobody would be going to those places. You're more likely to have trouble speaking over the sound of waterfalls or highways, not that SCoD has highways, but still.
As for the placed sound effects, NWN2 has already ambient sounds you can add to areas. Don't know if current Bazaar has them, since I have all of the sounds disabled in the game.

I'm actually talking more about OOC reactions. "((I was here first. Can't you go make your speech elsewhere?))" - No, the Bazaar is a common place in lore to make speeches, frankly. If you want someone to go make a speech outside of Dion's, ask them ICly to go speak outside of Dion's.
Furthermore, I would posit that standing in the middle of Dion's making a speech is actually kind of rude. If one character is rude, that's fine - provided they are thick-skinned enough, as a player, to understand the reactions they're going to get by being rude.

"((OMG, why are you always so obnoxious?!))" - Ask ICly.
"((I was here first. Can you leave?))" - Why should another PC have to leave because your PC was in a public place, first?! Do you own the Bazaar? We all share it.
Agreed. And that's fine. Yes. I don't how many times people complain OOCly that they just want "peace and quiet".
