What if they come out in undersigil village? Nothing spawns there.

I would say just an extra cost and no alignment restriction. Other then the fact i really want to make bat man. Evil players complain good players have everything, Good players complain about evil players. There does not need to be any more reason for them to argue in the future.

Ok so when (if) it gets made, let's make the atmosphere dark, dirty and unpleasant. This way good characters can, indeed, hook up and use it but would have little every day RP use for it.

Way I see it is if people can wander freely about the city without fear there's little reason to wade through sewage just to get home.

If someone's willing to do the building, that's a great idea. Could connect to Undersigil Village too. However....

Definitely would not want it to be a short cut (i.e., "this is the faster way to the lower ward, I'll never travel aboveground again!")so there would have to be some time-consuming things (sheer distance, or convoluted ways to get between non-adjacent wards).

Probably the best would be having it connect to the Undersigil Village centrally, then to the wards at the far peripheries. Either of the sewer tilesets or the new dungeon tileset (not the RWS one) would likely work well here.

And of course, houses with connections to these tunnels would be charged the "second entrance" fee.

Make them pull a series of levers or push in some loose bricks in a specific order! That way it's time consuming and if the guards find the entrance to the tunnels they can't follow them.

Something like this, as many have said should not be with out some kind of cost. The way the city is made and its architecture rather haphazardly organized, if there is a tunnel network that connects several spots why not make it flooded with sewer water and those using it have to get across in x rounds or drown, or maybe the space is so cramped and confined the going is very very slow and dangerous, maybe somehow make everyone in the area act as if they are extremely over encumbered to represent the slow going and sprinkle a few "hazards" in.

Drowning script is unnecessary and just makes sure the area gets less likely done. Any person with such secondary entrance would just have a row boat or wooden planks to walk on rather than swim in sewer grime.

Extra cost seems fine, personally i'd also limit it to evil characters honestly, give them their one benefit to aspire for,

This makes a lot of sense. If good characters/groups had full equal access then so would the Harmonium. This isn't to say good characters/groups should be barred from using them only that they wouldn't have housing access.

As stated, would be a neat benefit to evil groups as they can't be as open and visible as others.
