Loot Stealing

If they're stealing then even without PvP consequences there should be consequences IC. I.E., pointing out to others that this character is a lowlife thief.

Seems like that's the basic issue. If they persist, or have multiple reports of such levied against them for the same "no talk just Leroy Jenkins the hell out of you", then something should be done.
If it's an IC theft and the player is just playing a dirty stinking thief (yes, I went with the chest thief thing :P), and warning to PvP is given and they continue, then beat the crap out of them and take your loot back :P

Most of the server seems to operate under the tacit OOC assumption of 'I take one, you take one' with nothing actually said about it for loot containers/mob bags instead of an IC agreed upon order or the 'one person takes everything and we split after' methods. Some players might try to push their luck with this or might appear greedy if you don't seem particularly proactive about taking your share of things. Just observations on the culture I've noticed. Not necessarily always malice.

This is the usual 'tactic' agreement I seem to observe as well. I dislike those who take far more than their share and will usually comment on it IC a few times. If the player doesn't take the hint, I'll mention it OOC. If that doesn't work, I'll boot him from party and abandon him where ever we are.
If he were to stay (at that point) and continue looting... I'd consider it griefing/harassment.

In my culture this is considered a dick move amd depending on who i'm playing i might or might not just kill and leave them there.

If I'm doing a hard grind with a few others for the long turm.
I wright out a party droop/loot list. On who got what, and who's next to get what.
The lay out I use would as fallows.
The top line going across is player names,
Then down one side, is a list of group of items.
Set items, Rare Gems (( Rouge Stones, Blue diamonds, king tears )), Purples, white Relics (( Magi staffs +5 all save Neckless cloaks, +5 monk boots, and so on. )), crafting materials.
Then I work it were the rotaion starts on the persion who picked up the item. The Rotaion goes from right to left.
But that's what I found that works, and keeps every one more or less happy, for I'm not a pizza.

Another option would be to implement some thing that many of the MMMOs use.
Were they have a thingie were it can be set to free for all loot, auto dice roller on who gets what, or a manual roll, and pass thingy. Like what Archage uses.
