Why can't I fairly earn them after an arbitrary cut off date? What makes them special?

And to Cere, fair. But if an item is tweaked to be weaker then I'd suggest exchanging the weaker version with the stronger ones for those that have it. Then they still have their power cap but not an unobtainable cap.

Right now there's only one item that's under consideration for nerfing. I won't say what it is, but I can say that only a very small fraction of the playerbase has likely ever used it... and it's not even the best item of its type, it just was set up poorly, back before we know about one mechanical advantage granted to it due to Obsidian's design choices.

Why are Use/Day Items being reduced/removed from the the list?

The electrifier is currently very rare, very expensive and unreasonably resource intensive for character who do not tend to grind for gear or tend to get poor loot. Charges on items also make them less valuable for mulch to this item and the value of charges you can get can be extremely unpredictable at times, leading to a lot of waste in terms of money for characters who might not have a lot at begin with.

This would be greatly appreciated. I would also suggest a "check" option, to be used on the electrifier to check how many charges it has or on an item to check how many charges would be gained. It's not so important right now, but if you're going to add in a bunch of items with charges... yeah.

Throwing it out here and not on the designer page since I'm not personally involved in the electrifier script, but limited-use electrifiers would be a nice feature too. Say, that allow you to consume one item and add the charges derived from it to one other item.

Dunno if this is the right thread for it, but seemed to be relevant to my question: have loot tables already been changed substantially? Not seen an ill effect or abyssal axe for months if not more. Made me curious.

Probably wise. About than a month(?) ago, the market was buzzing with players looking to buy the staff; there were a number for sale that went fairly quickly. Where there's a gain, there's a demand. I'm guessing that it's popular with strength-LA builds.
