well think I found one that fits the bill well something I would never use though nasty.
it will decrease saves by 6
spell dc 21+ level
all the way buffed +47 to hit
damage all buffed (+0 item)
1d8 +20 almost all magical
switching one feat I think I can increase damage by five more
would have liked to stay with a nuetral alignment due to something utterly evil about it.
what is it?
cleric 19, bard 6, blackguard 3, sd 2
nasty little critter though perhaps someone can design even worse?

^ I wouldn't really describe it as a nasty critter. If you are not going to cast the Assay Resistance spell you are going to face some difficulties in defeating spell resistance of higher level targets.
A DC of "27" + spell level is still rather low, unless you are going to fight against the low-saves, no-magic characters.
So, what your character has a damage output and high AB.
Thus, Nasty Critter, meet the Barbarian 20 / FB 5, a level 25 character.
AB = 25 (Base) + 5 (Weapon) + 13 (Strength Modifier) = 43.
Damage per hit:
When using a one handed weapon: 1d8 (Longsword) + 5 (Enchantment) + 13 (Strength modifier) = + 18
When using a two handed weapon: 1d8 (Longsword) + 5 (Enchantment) + 19 (Strength modifier x 1.5 (rounded down)) = + 24
When using the Enhanced Power Attack:
AB = 40 (Power Attack) or 37 (Improved Power attack).
When using a one handed weapon: 1d8 (Longsword) + 5 (Enchantment) + 13 (Strength modifier) + " 5 (Power Attack) or + 10 (Improved Power attack) " = +23 or +28
When using a two handed weapon: 1d8 (Longsword) + 5 (Enchantment) + 19 (Strength modifier x 1.5 (rounded down)) " 10 (Power Attack) or + 20 (Improved Power attack) " = +34 or + 44
The strength modifier comes from 18 strength, +6 from levels, +8 strength from rage, +4 from a belt = A Strength score of 36.
This character also has damage reduction of 5/-, which can be further increased by the feat Greater Resiliency to 6/-. In addition, if you sacrifice your AB and Damage output to reach a Constitution modifier of 21, you gain access to the Epic Damage reduction feats, which can help you get your damage reduction up to 15/-.
And, depending on your character's race, you can expect to have some 400-900 hitpoints with ease.
Edit: This character would be de buffing your hitpoints.
