That's a bad idea, because people -will- only apply enchantments that don't actually penalize their character. Your example fits the bill perfectly, actually. The wizard isn't going to be attacking with it -anyways-, so they are not getting any actual drawback.

Give me all of the attack penalties in the world. Heck, make my melee attacks heal enemies. I'm just going to sit in Etherealness with Parry Mode turned on.

It would be very amusing to have an item ability that healed whatever you hit. :D

Dragon hide shields/armor would be nice to see.

Mithral? . . .>.>
I was wondering how this plays in to creature weapons, maybe think about some way to allow pc's to enchant other pc's equipped weapon if that's even possible.
As for runes, maybe treat them like an exception from the max enchantable point limit. Like, you find a rune of +1d6 fire dmg for weapons, you can put that rune on an item which doesn't already have a rune on it. And them have the runes replaceable/different rarities and such.

As for the fighter specific item debate i would say lore wise it doesn't fit, but the list of things that don't fit lore wise that are in the game is quite long. So I'd like to see some fighter sets or items that are umd prohibited to give fighters a bit of an edge on gishers and such, or just to make them on par with them in the pve stage. But i'm bias.
Or defender specific.

Good point on creature weapons. I might have to look into how that is set up.
