Hmm, if a character is smart enough to grasp the Concepts of Planeswalking, the Great Wheel, Alignments made manifest and alike... yeah, doubt they know how to wear Monk boots or use a simple wand. ¯\_(ツ)_/¯
Until there are viable alternatives to not needing UMD, its a skill that will be picked up. No point in shoehorning 'lack of role-playing' accusations at people who don't want to die for not having a spellbook.
Or god forbid Fighters wanting that extra point of AC so their full +5 item AC will be 49 instead of 48.

Dunno, Giants with UMD do not look lore-wise to me. All Sigil was raised in the same incubator, like in Matrix, with innate programming on having UMD 13 and Tumble 10. Truly the greatest tragedy of our times, wanting an extra point of AC and not having to be tied to a spellcaster for basic functionality. 
We need a prophet to guide us from these dark times, a man who can show us that, YES, not having UMD 13 and 2 less AC is good for us! A man who can tell us that, YES not having UMD 10 and no wands leading to permafear/slow in high level areas is indeed good for us!
