Does warlock wandcrafting work here? (Casting a spell on a wand via a scroll).
Basically, I haven't seen many people craft wands, and those who do for some reason have incredibly low wand prices. I'm sorta used to ImprovedMageArmor have a cost of 22k gold, yet apparently it can be crafted for something along the lines of 5k. As far as I can tell people use some item to craft wands (similar to weapon recipes, I suppose?), but I'm not sure where they got them.
The wiki doesn't seem to say anything on the subject.

It works, but I don't think warlocks still qualify for craft wands feat technically.
The cost of creating wands has been substantially decreased, same goes for potions.

Wand Crafting works the same as it does in the base game. You can purchase Bone Wands from Laylah the Herbalist in the Bazaar and then cast a spell on them to create new wands.
You also absolutely can use Scrolls (and On-Use Items and Equipment) for the purposes of creating wands. So for example, I use my Platinum Ring of Celestial Glory to quickly make Wands of Holy Sword even though I do not have Paladin Class Levels.
Creating wands themselves is pretty cheap since, as Mr Otyugh said, the prices for crafting items has been reduced significantly. For example, a wand of Improved Mage Armor only costs 1200gp + the cost of the Bone Wand to make.

Note: they added it as a general and bonus feat, which has the odd consequence that you can take it as a general feat or on the 10th level bonus feat normally reserved for Warlock Energy Resist (I would recommend avoid doing unless you are not going 20 or more warlock levels as it would prevent you from improving the energy resists if you didn't pick one).
You can use scrolls, but if you don't have enough gold on hand or the scroll cannot be made into a wand (not all spells can) you lose the scroll in the process. Also, there's a UMD check that gets made to successfully read and cast the scroll (unless you also have wizard levels or some other class that can use scrolls).
Depending on the cost per charge, it can actually be cheaper to use a wand: you can cast a wand directly on a bone wand to create a new wand of the same type.

I don't know if it's complete, and also don't know what the fudge factor Sigil put to make wands "cheaper". Don't quote me on this but I'm guessing it's something like ~110gp per caster level of the wand, so like Animate Dead would be 15*110gp=~1,650gp and Improved Mage Armor 10*110gp=~1,100gp I don't know the exact formula, but it's close.
