The criteria we use the choose DM's can vary greatly depending on the servers needs and missing parts. Any applicant is discussed, and debated, thoroughly by all active members of the team until a consensus is met (again, depending on our needs) and the individual is accepted, or not, based on the end result. That being said, I can't quantify what we used to decide on our two newest team members.
As for skills, talents, etc... I'll let those speak for themselves as time goes on and the new DM's get comfortable in their new positions.
