Sigil: City of Doors

I would like to make Taris Koth my eternal lowbie, she would be something like Cryptc's Pax Alto. Is there any way to put in a level cap on her?

Cryptc just uses Styx to remove XP on Pax.

I could also set a ECL equal to 30-Your level (23 for level 7), but that would also mean that partying with lowbies becomes impossible, which is why I didn't for Pax.
