Crafting question: Extra points on crafted stuff

Wasn't sure where this went.Â
Has the extra points point thing that you get for crafting a weapon and armor with extra elite materials been fixed so that it actually adds the two points, IE: so you can have a 10 point weapon and 12 point armor?
I've gotten a "should be" and a "not sure" so not sure if I should start going to it yet.
