The truth, however well concealed, is upon us. Events have begun to unfold within the city that affects all of our lives. The powers that be, no matter how much they try to, cannot keep you misinformed. I am here to impart the truth of specific actions and shed light on things that form cracks within the very foundation of the rule of Order.
You deserve to be toldÂ… information is a free commodity that cannot be withheld.
Several nights ago an unfortunate incident occurred within the Lower Ward, a terrible explosion which tore through many structures and affected many lives. This was a direct result of the Harmoniums campaign to hide information from you, the people. For years they have been secretly collecting information about your everyday lives. They have been silently amassing files of each and every one of you. They would do anything to keep this fact secretÂ… even kill to accomplish this. This night they did just that.
A group of freedom fighters had managed to secure the key to this information. They had managed to redirect the individual responsible for the collection, and maintenance, of these files. They had hoped that they would be able to decipher this information and release it to the populace so that you would be aware of the extent the Harmonium has been spying on you. The Harmonium, in all their oppressive paranoia, would not have this. After hiring the aid of a known criminalist organization, the Iron Tusks, they attacked the Freedom fighters and made a point to destroy their own diviner so that she could not be used to release rightfully free information. The shockwave of this retributive act was what caused so much harm in the Ward. Their selfish act had devastated the area.
It is my opinion that this was simply a symptom of a much bigger problemÂ… a rift within the Brotherhood who keeps you on your kneesÂ… The Foundation of three.
Recent events have shown that the Fraternity of Order no longer requires the Harmonium. They have delved more and more into the hiring, and partnerships, with mercenary groups instead of involving the Harmonium. They have been in direct negotiations with a criminalist group, again the Iron Tusks, to bring the people of UnderSigil to their knees. The Fraternity appears to hold the word, and blades, of these vicious thugs in higher regard than the, now irrelevant, Harmonium. Full negotiation without Harmonium input. Full seizure of UnderSigil without Harmonium approval... Not so much as asking their opinionÂ…
Even the Red Death turns a blind eye to the Harmonium. During the riots of a few nights ago it was seen that Red Death units, within the borders of the Hive, merely stood back and watched Harmonium soldiers be overtaken by frenzied rioters. Not so much as eyebrows raised in their direction as core level Hardhead soldiers were killed. One would think that after the Harmonium risked their lives to save the Red Death after the last uprising, by placing themselves between the Revolutionaries and the Mercy Killers, that the red Death would return the favour. Apparently notÂ…
Free citizens of SigilÂ… freedom isnÂ’t merely a pipe dreamÂ… it can be reality. By joining with us you can bring the oppressors to their knees. You can lift the yoke of tyranny and scatter the masters of oppression to the planes. With your direct aid we can liberate this city. What you have just read is a small part of the problems that affect the three factions of OrderÂ… if they cannot count on each otherÂ… why should we be forced to count on them?

Almost "immediatley" seeing this, Kordiva had every last paper she could find destroyed before anything else got to the people.
Not only were there loopholes this overly-wisened Anarchist had been extorting but he'd conjured convincing lies so much so it wasnt long before she had seen the result in the form of bewildered and angered citizens.
Indeed, it was her who reported to Shar that the Guvners had their own little "Irontusk" regiment which they hadnt even informed the Harmonium about, but this? This was a risk that had to be quelled before it could be uprisen. How the Anarchists had learned about that was beyond her but the paranoid elf had been conjuring clockwork thoughts ever since she caught the SIGIS.
Immediatley, she had every last Notary cease every last copy of this propaganda, the worst part was the truth mixed with the deception. If this got out too quickly, the denizens of Sigil would 'not' be pleased with anyone. Least of all the Harmonium for blatant incompitence, something she would be doing a great deal of 'purging' when she was finished.
Forced into a difficult possition and humilated as a Faction, the Harmonium responded as Kordiva has promised: Rapidly.
It wasnt long before Harmonium approved SIGIS reporters sent a response to the people and the claims it was a rather blunt move but it had to be done.
The Harmonium Issues A Public Information Ban, Fraternity of Order and Mercykiller Officials approve of this move.
Today, the Harmonium responded to a propaganda campaign by an Anarchist extremist by putting down any reporter and arresting some who claimed to support the terrorists move, Measure One Kordiva had this to say:
"The Anarchists think they can bully us with rubbish, they think they can besmerch us with their own actions.
Sigil, this is an attempt to win support from a group who would happily have you executed simply for stating your conformism to the governmental fundaments of the Triad of Order. They would eliminate your families and friends just to keep you, the common civilian in silence out of fear that their great campaign will be besmerched by its own foolishness.
The Anarchists blatantly MURDERED Measure One Diana without any provocation, there was no mercy or empathy in this act, and to even THINK of sympathising with them is beyond logic. It shall be noted hereforth that Anarchists and Anarchists sympathisers caught by the Harmonium will be sentanced to a Trial without Jury. In essense: It means they will be sentanced to death without hesitation.
If the Anarchists think that terrorism will win them support then we will show them just how terrifying a fully armed military force can be at its fullest capacity. Let them know, and anyone who supports them...
The Harmonium, is not, to be trifeled with.
There, Will, Be, Order. Or there will be death."
Mixed comments today lead to a furthered confusion amoung our reporters, we spoke to a more humanatarian and sympathising Guvner who gave this notice:
"Who do the Harmonium think they are? We make the rules, we declare rights for people to live in peace in this city. It is their duty to follow and respect those rules and the moves made were necessary to show they could conform to them just as any other society."
However, a less sympathetic Guvner agreed with the Harmoniums choice:
"We have been shamed in the past in no small part by our own foolishness. We are part of the Triad as are the Harmonium and the Red Death, if we dont work along side our allies to get the best results, we can only promise ourselves disaster amoung each other. We need to work together now, more than ever or between ourselves we will divide and fall."
We spoke to the Red Death Factol Alisohn Nilesia who had learned a long lesson in Humility for her declaration of war against the Anarchists which consequentially lead to a violent purge in the hive of both guilty and innocent parties, Alisohn had very little to say, but she commented that the Harmonium were hypocrits to deny her order the right to do what it should have done all along only to take care of the matter themselves.
With divisions of opinions, we also fear it may lead to divisions of stability. The public is wanting and this reporter may have to go into hiding now, as I deliver this report, Measure One Kordiva and her peers have found me.
Still, it was a pleasure to have given you news from the front Sigil, fair and unbiased news.
