War against Cartel continues, but the war against Syndicate has been revoked. No bounty will be offered of any member of Syndicate. Higher rate of bounty for every member of Cartel caught within Sigil territory is now to be offered. Four thousand jink per member of Cartel. Harboring members of Cartel will be subject to court of war crimes.
Merchant partners of Cartel will be contacted that a supply block upon their business will now be put to place. Supplying members of Cartel will be subject to court of war crimes.
Merchant organizations of Sigil are encouraged to take this opening in market to prevent loss of profit to legal citizen of Sigil as well as ensure that no common folk will suffer over this supply block. Our issues are only with Cartel.

I have heard disheartening rumors where the Harmonium is said to become too invested in this matter of war. This again is time when I shed light to the dark of it since it is no secret at all that we have waged war against a much smaller organization, but we have not over invested to the matter. We are working with minimal required force to put an end to this war in precise and efficient manner. At a time less than two hundred has still only actively worked within this case, the percentile number compare to the overall number of Harmonium members within Sigil is extremely small, so small that had we not announced the war, most of you would not even see a difference. Consortium in which Hildmor d'Kridis is member of has fled their building so we will consider them allies of Cartel due to the obvious relations that are produced by membership, creation of the organization and profiteering of the same person.
Consortium is to be noted that they can cut all ties to Cartel and Hildmor d'Kridis to receive amnesty. For such to occur the leader of Consortium is to meet with Harmonium to discuss the terms face to face. Such matter will be considered diplomatic action and thus not subject to hostile actions so even if terms are not agreed, they will be allowed to walk free.
It bears noting that Harmonium will not grant amnesty to members of this war whom will not come to talk in person. Terms may be discussed through distance or third party members, but amnesty may only be granted face to face within the Barracks of Harmonium. For this reason Cartel members Rhethys Crimson, Rith Fiddir and the entire Consortium will remain subject to bounties and the war.
Latest development in the war for much to everyones delight has resulted in prompt cease fire between the Harmonium and the Consortium, peace negotiations are expected to occur at soonest opportunity to close the case of Consortium in this. At current state no bounty will be offered of any members of Consortium.
War with Cartel still continues to create no confusion though a meeting between Factols has been called upon in which matters of war will no doubt be discussed.
