Honorable Halmar,
My name is Zissren of Clan Swordfang. Although Swordfang clan is no more, its honor and teachings are still carried in this ones being. Zissren has forcibly served many years in the Blood Wars as an officer and has learned much about following orders(unquestioningly), combat tactics and relegating tasks and assignments to underlings or lower ranks. Since the death of my masters, my contracts is nows nullified. This one has come to sigil to seek honorable mercenary work and has done so for many Cage citizens. Much time has been spent in the villages of undersigil and Zissren thinks he can make a difference, promoting peace and instilling order among its citizens. This one has many references from honorable patrons who have been this ones satisfied employers. Zissren believes in order and law and believes, if given the chance, that he can be an asset and powerful representative to the Fraternity of Order in Under Sigil.

Yess, Zissren means mercenary by being hired to performs specific duties. This one has to live sos being hired as bodyguards and for other duties were only ways for Zissren to survive. Zissren seeks no personal powers or profits but only seeks to bring order to the chaos beneath Sigil.
This one looks forward to meeting Lucullus Dendrith and bringing order to the chaos that is undersigil.

Pauk attends the meeting in his customary leathers. Assuming he is first (he deliberately arrives early) he leaves his Drider companion, Udar, outside, to hide in the shadows and watch who approaches and stop anyone trying to sneak close to spy at a window or door. However, unless someone is obviously up to no good, Udar is to remain concealed and take no action. Spies are to be dealt with quietly and cleanly, and the bodies disposed of. It would not do for the Guvners to learn that Pauk employs a deadly assassin or will order deaths without proper trial or authorization.
Upon entering the room he would wait for all to arrive. He would strive to take control of the meeting from the start by leading the introductions and then opening the agenda of topics, which include:
He suggests someone take responsibility for setting up an information gathering network. Not spies exactly... just people who respect their work and will supply information.
On the topic of uniforms he in non-committal at first, but then suggests that perhaps the core members should remain out of sight. Reprisals from actions taken may be possible from the inhabitants, and maybe the members have loved ones who could become targets. He makes a further suggestion. Justice and Law are not personal. They are impersonal, without fear or favour, without friends or enemies, they just are. Just is. Justice. He suggests that core members wear masks on official business to reflect their impartiality, and how their personal feelings do not affect their judgements.
On recruiting he declares this is a job for the most martial member of the group. Perhaps Chari can handle this? At least recruiting for guards and suchlike. Informants have already been discussed.
Finally, on the topic of laws, it seems clear that the laws of Sigil can be used as a foundation but must be adapted to meet the needs of the locale. For example, court could be held in Under Sigil to avoid the need to escort prisoners through goblin and gnoll infested tunnels and whatever else to the surface for trial. Yes, a little court in UnderSigil, that understands the inhabitants and their customs, while at the same time bringing an impartial and just set of laws to their unruly existence.
As others make their points and counter points he will sit attentively and listen carefully, taking notes of the meeting, listing their comments, and responding carefully to all and with respect and interest.
After the meeting, presuming all goes well, he will submit a report of the meeting (the minutes) to Halmar.
