Looking every bit the inconspicuous Aide with his Fraternity badge and simple robes, Lucullus would quietly enter the gathering at the exact time arranged, casting a long, bespectacled glance over his newfound comrades before seating himself, appearing obviously tense, as if expectant of trouble.

He would watch Pauk's efforts to assert himself with a mixture of amusement and intrigue, interlocking his fingers and settling back more comfortably. He would wait his turn to speak and rarely interject, only ever doing so in a soft, calm voice.

When positions are discussed, he makes it clear that in his capacity as second in command he has no desire for absolute authority or control over the group - his role will merely be to ensure whoever does take up that responsibility remains worthy of their role and responsible both to the group itself and their benefactors in the three Factions of Law - an oversight he could happily stretch to take in every member of this new body.

At the mention of information gathering he would remain silent, merely giving a few slight nods.

He would fix Pauk with an assessing gaze as the idea of anonymity is floated, stating flatly that nothing breeds abuse like a sense of invulnerability, though, of course, he would never suspect such a thing of his honourable fellows present. Justice is impartial, but no-one in this room must assume themselves to be 'justice' itself; the group cannot hope to dismiss shadows and darkness to allow a fair, free society if it uses those very same shadows to hide. We should, he claims, act clad in our own faces as a sign of respect to our wards. We will make clear that any retribution that may then come upon us will be met furiously.

He smiles to Chari following Pauk's words on recruitment, nodding and smiling softly before adding a large number of armed upholders of law would likely be required. He also suggests providing a number of more basic, civilian jobs, in order to cement the organisation's legitimacy with a wider portion of the populace it would serve.

He nods through Pauk's final points, agreeing cautiously with the proviso that Fraternity approval will be required. If such does come to pass, he requests leadership over the court itself be given to him or another Guvner appointed for the purpose. He also indicates that while the organisation is finding its feet, more harsh and restrictive punishments for crime may be required than the surface would usually issue.

He would draft the court suggestion in a short, formal letter to Judge Thalmar which he would send attached to Pauk's minutes.

Zissren approaches the group and sits down at the table. Not knowing what to expect he introduces himself briefly and sees mostly new faces whom he has not met before. "Wes ready to discuss all matters concerning this new organization?? Zissren is much interested in pursuing this and becoming a lawful protector to help organize undersigil and banish chaos and crime where wes find it"

Zissren looks on to the others, waiting patiently but not knowing what to expect.

Chari arrives soon after Pauk. Even though she wears plain clothing, her color scheme would make it easy for anyone observing her as Harmonium. She wears no rank on her at the moment and briefly stops and scouts the building looking it over and the ones surrounding it before she goes in.

Once inside, she gives Pauk a smile and takes a seat in the one of the chairs and observes and listens to what the others have to say. She briefly nods in agreement with Pauk suggestions and states that she will be able to both recruit and build the information network within Undersigil.

She agrees with the garb and the founding members should be shrouded in secrecy, but not the footmen. Everybody will realize we are their for their benefit and that will lead to more opportunities for the ones doing the work.

Chari does speak near the end of the presentation and says that she too isn't interested in holding a mantle of leadership within the group and makes the suggestion that such a burden can easily be spread among the individuals forming it, and she gazes at everyone when she says this so they realize that she is speaking about them. Have a governing body rather than an individual, each with a equal say. But that number should be odd to prevent stalemates on important decisions.

And for the laws within UnderSigil, it will have be applied more liberally than anywhere else within Sigil. Normals customs and enforced "laws", she says this shrugging, will have to be picked up. She will also remind the group that UnderSigil caters to the more unsavory denizens of Sigil so some laws and restrictions won't work.

As the meeting draws to a close, Pauk brings the group back to the point of name for the organization which remains unanswered. Perhaps a minor point, but one which is expected to be resolved.

Pauk suggests: The Under Sigil United Representatives of the People. It will give the people the feeling that they are working for them. He further suggests that "community liaison officers" are employed to go out amongst the residents to work with them and understand their needs and requirements better and how the law can be made to serve them.

He says grinning: "Maybe even they can be the public face of our information gathering network, although, any information coming through such channels would be highly suspect, but it may deflect suspicion from our true sources of information".

Pauk taps his fingers idly on the table before him looking at each in turn.

"Taking your time thinking about such weighty issues is worthy, i just hope we can conclude this meeting before the next cycle finishes."

Chari says that that name is too long and perhaps something short like UnderSigil Defense Force, something along those lines.

Kraven would arrive a few minutes prior to the meeting time. He would seat himself silently, pointedly taking a place that faced the entrance while aligning his back with a wall. A curt nod would suffice as acknowledgement for those members that arrived before him.

He would be clad in simple grey leathers marked with undertones of forest green. He also sports a noticeable pair of smooth horns, cut to small nubs. These, as well as a tan hide tinged a deep red, definitively indicate his planetouched heritage.

When it came time for introduction, the tiefling would acquaint himself in accented yet clearly educated speech. Those around the table would not only learn his name but that he was a former guard from Tradegate.

During discussion, Kraven would be extremely attentive yet not offer much in way of verbal opinion. In the occasion that he does, his suggestion or agreement is established bluntly and with a point, void of fluff or over-elaboration.

On the issue of uniform and anonymity, he agrees readily with Lucullus on the danger of displacement of self and action. However, he does come across favorably toward ChariÂ’s suggestion of a mysterious council/founding while establishing an identifiable and accountable ground unit.

In the way of laws, he once more aligns himself with ChariÂ’s proposal of a more liberal approach than within the cage. He strongly affirms that the Darkers are accustom to a culture quite different than those on the surface. Attempting to enforce a code too conservative or vastly contrary to current customs would be asking for revolt and bloodshed.

Considering leadership, Kraven does not voice himself too strongly. However, he does seem quite receptive toward ChariÂ’s idea of a council as opposed to a one manned position. The inclusion of multiple voices and viewpoints may be beneficial. The council might also be able to function in concordance with PaukÂ’s idea of a court. Of course not for petty law breaking, but to spare the expense of manpower to found a court, those facing noteable charge could appear before the council for decision.

Kraven also notes that Pauk’s name proposal is a bit lengthy. He does point out, however, that Chari’s counter suggestion may be considered flawed at the inclusion of the word ‘defense’. At least as he sees it, this does not quite communicate the air of authority. Those that defend are not those that enforce. However, he does include that in the grand scheme of things, he is rather impartial on the name of the task force.

In anticipation of these events, the Harmonium is vacating a known warehouse on the outskirts of the Lady's Ward and clearing out the inventory. Measure Chari is sighted at the premises along with several Harmonium architects, as they plan reconstruction and outfitting.

New personal arrive at the warehouse as a flurry of activity occurs over the next several days. Chari is there over seeing the activity.

Chant is is that she funded the changes herself.
