Phase III - The Cartel

Now, this one was a tricky one. There was no doubt in Pauk's mind that the Cartel was involved in illegal activities. Not that it really bothered Pauk in general but he had his own aims which he wasn't sure the continued existence of the cartel was compatible with.

On the other hands, he knew, or had heard of, some of the leaders of the cartel. They were either powerful, influential, or both.

To get rid of them, the wisest course would probably be to do it through the correct channels. Let the organization that he was involved with get established, slowly build up evidence, and then bring down the full weight of the lawful factions on the cartel.... but some would inevitably escape, and eventually they would find a new home.

On the other hand, he was on the side of law and order... maybe he could be of assistance to the cartel. He pondered this thought a little more. And maybe they could be of assistance to him.

He needed more information, and, as the old saying goes, the easiest way was to get it directly from the Tanar'ri's mouth.

Stealth would probably not serve him here, he was sure their headquarters would be warded and have keen eyed guards posted.

Instead, after casting a few spells of protection, he simply walked up to the door of the headquarters and knocked....

A hacking cough drew the Warpriest's attention.

After finally receiving the leave of his brothers to commit himself to the Undersigil process, Lucullus, heavily armoured and clad in a concealing blue cloak and hood, was making his first tour of the village's streets. Barely ten minutes in, he was not impressed; the rank degradation and lawlessness appalled him while the meagre existences of most inhabitants struck at the Ilmatari's sense of justice.

The man from which the noise came encapsulated Lucullus's new mission perfectly; a beggar, clearly seriously ill, one emaciated hand holding a pitifully empty begging bowl, the other a knife concealed in such a way as to make it even more visible; the despair that made its home in the man's eyes was punctuated by moments of animalistic terror at any sudden noises, moments when the empty bowl was pulled protectively to a scrawny chest, the knife brandished in shaky defiance.

The beggar glared at the symbols hanging from the cleric's armoured hip, neither Ilmater nor the Guvners having much sway in the hearts and minds of Undersigil. Nevertheless, Lucullus placed a firm hand on the beggar's thin shoulder, healing energy flowing from the contact even as a free hand dropped a pouch coin into the bowl.

The warming effect of his blessings still active, the priest intoned in a voice warm but authoritative 'Know that with order comes comfort, child. Help others know this, also.' Finally withdrawing his hand and healing energy, the priest bowed his head courteously before stepping away from the likely surprised beggar and onward along the streets. He would repeat the routine almost action for action and word for word nine more times before concluding, smiling very slightly under his hood as he returned to the surface.

A letter is sent out to members that have participated so far in forming this organization. The runner is a Harmonium Notary and he doesn't leave until each person reads the letter and gives some kind of visual sign they read the letter

The letter reads as follows

Brothers and Sisters. The time is nigh. We have moved beyond the point of mere speculation and talking. If we hope to bring some measure of peace and harmony to the UnderSigil residents, then now is the time to act.

We must meet once again to finalize loose ends and to see how everyone stands in bringing this force together and to see how close we are before enforcing Harmonium jurisdiction within UnderSigil.

Hope to hear from you soon

A big bald green fellow with red chops turns up at the organisations door with a box of paper work regarding his title as 'Magistrate of Undersigil.'

He reminds the Fraternity of Order of the past legal agreements that were had with him regarding the Undersigil village and also how some of their current actions have overridden the agreements that were had.

Vorgazar doesn't mind mentioning that of course he apologises for letting his eye of the ball being tied up off Sigil for a time and unable to return to oversee things the Cartel managed to push him aside rather disrespectfully including his own Warshaman and take control of things down there of which he became completely excluded from is no longer involved in and cannot answer for.

He would like to know what the Law and Order factions of Sigil say regarding his presence in the space around the temple of Marzipan with a good many orcs. He is open to have the camp searched and the orcs present are not involved in any business or profiting in any way, they are merely assuming residency and own nothing much more than shovels, picks and tents.

(All Vorgazar's finances and possessions of value are kept off world within the war torn confines of a Nishrek cavern system [His true home and base of operations,] the likes of which the Fated wouldn't even have a clue how to find, if they even know of it's existance or details of what goes on on Nishrek.)

Last of all he offers his hand of peace and co-operation as he always has done so in the past and would like to say thank you for allowing him originally to go down there ahead of them and knock the place into shape and organisation enough that they are now able to do the good work that they are now doing.

I must admit, i have been busy learning some things about our territory. The movers and shakers so to speak. But I am more than ready to meet when all are gathered.

Also, i have given thought to our unresolved name. I have another suggestion. The Lightbringers.

((Azul - Not sure if you know Pauk. He is bald and dressed in robes. He is a small drow, very weak looking (very low CON and STR scores), but carries himself with an air of confidence. His eyes burn as though he is driven by something. He is quite lacking in the charisma (low CHA) department, relying on his intelligence and wit (high INT and WIS) to get him through social situations.))

He responds thusly:

"Ah, yes, the Orcs... and their warchief. Your presence is of course acceptable, but your services are no longer needed in keeping law and order down here. We are in control. I advise you strongly to remember that and to keep your follows in line.

As for your camp, you can be sure we will pay a complimentary visit from time to time, but i don't think you need to worry about unwarranted searches, unless you give us reason to.

Is there anything else you need? I am a busy man."

Pauk sits in the headquarters sifting through reports, when one catches his eye.

"Well well well... i am out of touch with goings on above. Hildmor on trial eh?"

He reads further, the more he reads, the wider the smile grows on his lips.

He then pays a visit to the Hall of Records, The Harmonium Barracks, The Mercykiller Prison, The Gatehouse, The City Court, and The Hall of Speakers, as well as searching through back records of SIGIS for the last several years. Where he thinks it will do good, he shows his papers identifying him as a servant of the Guvners charged with law and order in Under Sigil. He reads all public papers, and reads whatever he is allowed to, as well as trying to strike up conversations with people who work in those places - the topic of the search... people who may have deep seated grudges against Hildmor d'Kridis. The pretence he uses is that its important for the legal process to know which people may try to interfere with legal proceedings or be biased in their opinions.

It takes several days, and in some places he is frustrated outright in his attempts to learn something of use. The Gatehouse was tricky. Some inmates claimed to be victims of Hildmor, others claimed they were Hildmor, and that the one in prison must be an imposter. But overall, he came away with a number of names and last known places of residence to feel satisfied his plan has a chance.

He then sneaks out to "The Nest" to pay a visit to Udar.

He finds Udar sucking the flesh off one of their former prisoners.

"Udar, i have a job for you. I need some messages sending out, to be left at the homes of certain people. Do not be seen, do not get caught. No traces."

He then returns, travelling in the shadows as a spider, to the headquarters, checking each step of the way he was not followed.

Please forward a complete update on all of this group's activites, progress and standings. Our records show little in the way of official correspondence from you thus far. We have seen little in advancement of this unit in UnderSigil. We require a full update for Bureau Chief Halmar Thawnbrew's records. The Fraternity would like to ensure that our targets are being met by the organizing of this group. In order to ensure the continued salaries are forwarded by the Fated we need to have these records updated.

Garen Seph would receive the following inventory and missive.

I am sorry. I have been busy lately getting the final preparations in place before this organization takes the field. Here is a complete inventory of what we have already. A sitting council has yet to be decided but those that eventually will be are busy trying to make this come together.

We have our small force that is training within Arcadia *copies of the personnel selected so far is bundled with the letter* and a associated unit which is housed in a unused Harmonium warehouse.

Thank you for your prompt reply. It is imperative that this operation begins field duty as soon as possible. Bureau Chief Thawnbrew has thrown his backing behind this project and it would be unfortunate for him, and ultimately the careers of anyone else connected to the project at that point, should it fail before even getting out of the Barracks. We must use every opportunity to ensure this proceeds as planned in a timely manner.

I thank you for your cooperation on this matter.
