Late today many explosions were heard in the Gatehouse, the Harmonium responded quickly by isolating the area, and the investigation results show that Criminally Insane quarter doors had almost all been blown up and now dozens of criminally insane have been set loose, many have been found and detained.

The Harmonium warns of the following four that have escaped from the Criminally Insane quarters.

Name: Roth Waylenn
Prisoner Code: 3XTG57 - 204A
Appearance Description: Middle-aged human male with blue eyes, pale skin colour. Physically still strong and more than capable. Hair is grayed out and slowly decreasing, leaving balded parts of the head appear.

Brief Analysis: An ex-Justicar of the Mercykillers before his insanity, one of the best, swift, strong and certainly material of getting far and high in the Mercykiller hierarchy. Justice became before his own agendas, save the cases of elves. His history with elves is filled with violence, for yet unknown reasons, but speculation is that his parents were killed by elves, but no proofs exist and the man refuses to speak of it.

Mental Condition: Delusional view of his own existence, thinking that he is part of Mercykiller special squad whom gains secret messages through S.I.G.I.S. from the Guvners. Schitzophrenic is the proper diagnosis.

Adviced Actions on Sight: Avoid eye contact, remain cautious, call for authorities while in safe distance of the man. At no point follow him to private places.

---

Name: Marcus Rose
Prisoner Code: XJUF3F - R7MF
Appearance Description: Adult human male, brown eyes, pale skin, bald. Is however known as a master of disguise, so his current looks are unknown.

Brief Analysis: Marcus Rose is a well known Revolutionary League member known mostly for his banned books "Freedom and You", "Faction Downfall", and smuggled from his writings at the asylum "Memoirs of a Freedom Warrior". He spent the last 15 years in the asylum after his botched attempt to blow up the Civic Festhall.

Mental Condition: Incredibly charismatic and intelligent, his mental status is remarkably stable. The only reason he got sent to asylum instead of the Mercykillers for justice was his guvner defense attourney machinations.

Adviced Actions on Sight: Contact nearest Harmonium officer with your suspicion and let them handle the subject. Can be dangerous if cornered.

---

Name: Reever Gresh

Prisoner Code: OU812 - 5150

Appearance: Adult elf. Age 125 years. Gray eyes. Light brown hair. Build: Short and compact.

Brief Analysis: Gresh was implicated in the death of prominent Sigil merchant Theemil Leonin fifteen years ago. His enraged outburst and near escape during his subsequent trial led to his therapeutic stay in the gatehouse High Intensity wing, and Cabal healers had deemed his case hopeless, though they were seeing some positive signs with recent high-intensity Solipsism therapy.

Mental Condition:

Subject displays tendencies typical to many Takers. Seems to have an extreme hatred of Factol Rowan Darkwood. Little regard for other living creatures with the curious exception of cats.

Advised Action on Sight: Remain calm! The subject has a known affinity for shadows. Remaining within brightly lit areas may help apprehend the subject. The patient is a skilled marksman with a bow. Recommend that anyone attempting to apprehend take that fact into consideration.

---

Name: Bennet Cavendish
Prisoner Code: RUFJ7Q - B3WT

Appearance Description: Adult aasimar male, precise age unknown. He has golden hair and green eyes, fair complexion. Current build unknown due to long period of confinement.

Brief Analysis: Bennet Cavendish was once a factotum of the Athar with a bright future, but he adopted a policy of aggressively accelerating the failure of temples to minor gods and converting their worshippers to the belief of the great unknown. The priests he murdered to prevent them spreading the word. This was done with full sanity but did not endear him to his faction and, when he was struck with a curse of madness from an angered god nobody felt the need to remedy it, rather placing him within the Gatehouse.

Mental Condition: Afflicted by a curse of madness he only has a loose sense of his purpose, tending to linger towards clergy and holy sites of any kind. However, he is unstable enough that, where before he acted with method, now he seems to be an almost doddering, grandfatherly figure. He still has enough grasp of his former purpose that when a glimmer shines through he will begin systematically murdering those around him.

Advised Actions on Sight: Direct the nearest authorities to him. The subject has a known ability to pose as a cleric and draw on many of their powers, making him lethal to those unprepared to deal with him. If you engage him in conversation, DO NOT mention religion or the gods in any form.

((If players would want to play some set loose criminally insane (none of the four above mentioned, those are played by four different DMs) they are allowed))

Fraternity of Order holds emergency trials and gives full authority to Mercykillers in Sigil to hunt down and detain all the mentioned four criminals. They are wanted alive if possible, but deadly force is allowed if necessary.

A strange, black clad figure can often be seen observing the blown up cells for any clues available. If asked, she calls herself Envy and supposedly a friend of the Bleakers.
