It has recently come to my attention of the heinous assaults inflicted on the free independents of this city by the savage Harmonium and their officers. Their systematic roundup and decimation of the free league members a short while ago.
This action cannot, and will not, be tolerated.
To the members of the Free league who have had to deal with this unbridled slaughter. My associates and myself will not turn blind eye to the actions brought against you for simply refusing to bow to their whim. We will do as we can to ensure those responsible are dealt with... properly.
And to those of the Harmonium. Those who participate in these actions by merely accepting them as required and permitted.
The outcome is very simple. As you kill, you will be killed. As you arrest and take hostages against their will, you will be taken hostage against your will. As you destroy the security of the free people, so will we destroy you and your security.
You have been duly warned... more than you have offered the free people you slaughtered.
Freedom from your tyranny will come.

This day I witnessed what happens to the free people of this city when those who claim order flex their muscle. A lone individual, a female elf threatened in the past... damaged and assaulted, attempted to face her tormentor. The fear on her face belied her true emotional state. In her defence, as I will do as often as I can with the free people of the city, I followed her to ensure her safety.
Their discussion was heated and eventually the agent of order brought up combat once again. I had decided, in the fairness of the lone female, that I would use restraint and discuss things with her aggressor. I declared to him that she was under the protection of Phoenix... as are all the free people of the city. That if he harmed a hair on her head I would bring the wrath of fire down upon him. Her freedom was more important than his life.
Reason took hold and they walked out alive.
I write this for you, the free people of Sigil, to show that there are people who are trying dearly to see to your rights and freedoms. That you are not alone and even the most nameless of folk can, and will be, backed up against tougher odds. She will sleep sound tonight because of this protection.
... but know this. For those intent on harming the free people of this city... whether they be completely unaligned... or even indeps... they are under my protection. If an agent of order attempts to bring harm to any of the free people of Sigil.. I will not use restraint in my reaction.
To punctuate our point, for assaults made in the past against this liberated elven woman, a single Harmonium outpost has been destroyed. The children of the revolution grow in number and resolve.
