Sigil: City of Doors

Interesting times we live in...

It's no secret that the Harmonium have declared war on the Cartel. It should come as no surprise to anyone familiar with either organization. What should come as a surprise, however, is the city permitting the Harmonium to crush our rights in their fight with one who has nothing to do with us.

Don't get me wrong... I certainly think that the Cartel needs to be put down. That the very people who are counted amongst their numbers profit directly from the blood and fear of the common people. That they rule their businesses through fear and intimidation... through violence and thuggery... in retrospect... much like the Harmonium.

The difference between the two, however, is the Harmonium is permitted to do it... because they say so.

In the past few days I have spoken to scores of people about this issue and what they tell me is always the same. Soldiers in Red kicking in doors, searching travellers, unmasking those too timid to show their faces in public. Blockading supply routes and illegally transferring citizens of Sigil to areas beyond the city. This is not protecting the people... this is forcing them to submit... to obey. This is tyranny.

The Harmonium has forgotten the peace we have enjoyed for so long. They have forgotten their place in this city. They have forgotten our right to exist as we choose.

Therefore I call on my sisters and brothers of the Revolution to awaken from their quiet slumbers. To rise up and show the Harmonium the mistake of overstepping their widely accepted boundaries. No more shall we accept them throwing people into the streets and destroying their homes. No more will we accept them arresting people merely for knowing the name of another. No more shall we accept unwarranted searches and seizures. No more shall we surrender our right to live peacefully and no longer shall we live in fear of the law.

I call on the children of Revolution to rise up against the rising tide of Red, to resist them at every chance.

I ask the cells to begin a campaign of reduction of Harmonium resources. An increasing of resources for the people. We will do this by capturing patrols in all Wards... spiriting them away to safe houses to be held and used as trade against the Tyrants. Whether they be notaries or officers... capture them at every avenue and use them to force the Harmonium to release those they have taken from us. To be used as a means to free the people they chain illegally. I ask that those who support their very freedom begin to destroy Harmonium resources, burning their warehouses, their caravans, their stores and their supply depots. Starve them out of their fortresses and bleed their coffers dry. Destroy any chance of them maintaining a prolonged campaign of terror against you.

I ask for people to openly defy the orders of the Harmonium. Refusal to remove facial coverings. Refusals to permit searches or person or property, refusal of cooperation of any kind. I ask for the people to march in the streets and force the tyrants back to their holes.

I ask this to continue until the Harmonium has learned their place in this city... that they are not our overlords and we will not bow to their savagery.

Do not aid the Cartel. Do not give them shelter, do not give them supplies... do not give them hope. We will not turn them over to the Reds but we will not aid them in any way. The people will see to justice against the Cartel... as is their right.

I have not asked for blood to spill. I have not asked for deaths. No child, whether they be a son of a Soldier or the daughter of a revolutionary needs to lose their parents during these actions... but rest assured. If the Harmonium will not back down, will not remember their place in this city, then I promise, as I have always done, that the tactics of the past will once again become the norm of this city. That their very homes will become targets as before.

To the Harmonium... Do not force us to do so.

It is of no great surprise that the Revolutionary League persists counter faction behavior, it is to be expected from their organization. However this is not why I, Jhaenus Korreth, express myself in S.I.G.I.S. but it is to once again to avoid false conceptions of ones perception.

We have in no uncertain terms expressed that war against Cartel is on going. The issue we are faced upon is that the battlefield is amidst our city of Sigil. Those the Harmonium considers enemies by the state of war hides among many of our citizen, this places Harmonium in awkward position where we must take more firm action to expose the culprits and ideally induce as little inconvenience to the citizen of Sigil as possible. This may very well mean that certain concealing clothing might need to be removed, however every citizen of Sigil has right for such to occur in privacy. You have a right to request Harmonium officer to deal with such in private.

Unfortunately there are those whom feel oblidged to not do such simple thing as reveal that they are not of Cartels lines, but resist and do whatever means they deem necessary to prevent simple operational standard of occurring and leaves little to no choice but to make the presumption that they are aligned with Cartel. In this kind of cases the Harmonium will be forced to use non-lethal force to subdue resident for security purposes. We advice the citizen of Sigil to be lenient and acknowledge that there is only so many ways that we can ensure you are not of Cartel organization.

It would sound like you have been misinformed of the nature of the supply block. It is correct that we are performing supply block to Cartel, all other denizen of Under Sigil will still receive their supplies, under Harmonium supervision to ensure that it is not used to assist the Cartel.



"Illegal" prisoner transfer is of false statement. It is unusual practice, but due to the nature of events it is not strictly forbidden. Regulations of Faction Self-defense gives right for Factions in state of war to treat prisoners of war according to their own guidelines. In this case war criminal court of Harmonium.

Regarding destroying homes, while only structure we have destroyed during this campaign is the Tower of Hildmor which was by Fraternity Records determined to be demolished in any case, by the man that was murdered by Hildmor d'Kridis. Harmonium merely put this into motion faster so that his memory and legacy would not go invain.

You speak of tyranny and same time acknowledge that our actions are just as you state "the Cartel needs to be put down". Is our actions flawed merely because our names? Since to me it would seem like the Revolutionary League is prepared to strike against Harmonium due to cause they hope to see occur either way. You seem to also have missed that Harmonium was under attack by Cartel before this war even started. We do not actively seek war, but we will react when we are assaulted.

Our hopes is to end this state of war fast so that life may move in its natural route without the danger of Cartel, but you are seeking to prolong this struggle by fighting the people that are doing what you wish to see occur. What is the benefit you see in striking Harmonium and prolonging the war and thus the said misery you claim to be present?

Despite all this spoken hatred, the Harmonium is, as always, ready to discuss methods as long as results are not compromised.


My final words of your cause shall be; Conflict and war are terrible things as you say, but according to words of yourself it seems to be unjust only when yourself is not waging it. The question you should really be asking yourself; Is this really war you need to be part of?

After prolonged consideration of your words, we, the Harmonium, have come to consider alternative options. You wish to see the Cartel gone, we wish to see the Cartel gone. You wish the Harmonium to leave Under Sigil, we wish to leave the Under Sigil. You wish to return back to the normal day, as do we. The way I see, we can mutually benefit over a new agreement. If you agree, the Harmonium will withdraw from the Under Sigil and cease the supply block in Sigil grounds. Of course we will do no such thing without agreement that Cartel is to be brought to justice, and since you have hopes to see them brought down, we expect you and your organization to do it. Is the war against Cartel over, no, it will not be until the Cartel surrenders or is brought down, only our methods alter. [/li]

“We will not become the attack dogs of the Harmonium. Nor will we offer support or aid to the Cartel. We will drive them from our homes much like we will drive your forces from our homes should we see fit. Our demands stand as given. Halt your oppressive tactics, return the city to normal… or we will react as promised.”

(((Phoenix would request all supporters to drive Cartel members from any place they may be hiding in the city or UnderSigil. They are not to turn anyone in. They are not to hand anyone over to the Harmonium. They are strictly to drive them into the open so they cannot hide. This would apply to NPC Cartel members as it is impossible to drive PC’s into the open if no Harmonium PC’s are nearby to react. The Harmonium would be able to better capture NPC Cartel members due to this action. This might be seen, by more “streetwise” members of the Harmonium, as slight cooperation by the Anarchs without admitting so openly. This request would be available to the public as it would be widespread and not hidden so anyone, including the Harmonium, would receive it should they wish.)))

It bears noting, would a member of Harmonium be harmed or assaulted then we will respond in retributive strike. The Harmonium will see it through that the Cartel is removed and will not negotiate of the results.

((Revolutionary League members may see that despite the words, many troops are being withdrawn from the Under Sigil and couple supply routes are re-opened, but there is still more which exists, seemingly progressively moving rather than all out departure. As it continues, even more would open.

On other side the warehouses seem to have been reinforced and some portable fortifications brought to defend them and patrols have been re-routed drastically.))

Citizen of Sigil,

The war will end once the objective has been reached. It has not yet been reached. What you say 'failure of past prevention' to us is a learning lesson to prevent Cartel of conducting further destruction in future. People want actions and they want security yet same time demand that we do nothing? If you wish us to do our work then let us continue to do our work instead of asking us to stop doing it and then wait for next line of victims.

Cartel can surrender to end this or we can persist with this war indefinitely while they, well organization with no fundings and lots of employees only can exist so long. We are no fools and know already how the Cartel behaves, once the pressure is releaved from them, they will merely retaliate and more people will die. Such has happened with several trials before, the point where we stand is that they asked for this and now they have got it.

You are sympathizing the wrong people. The kind of people whom have put dozens perhaps hundreds of lives at risk for no good reason. This time is different, it is their unconditional surrender.

People as well exaggerate the entire impact of this war in grand scale of Sigil, there is population of two hundred and fifty thousand in estimate within the Sigil, of these perhaps fifty people belong to Cartel? And a rather small number of Harmonium is even placed upon this case, I'm not in liberty of giving up the exact numbers for security purposes, but as I have stated before... had Harmonium not announced this war, you wouldn't even know of its existence, that is how small scale this very thing is. However unlike certain organizations we actually announce our hostilities before hand.

Sigil is not going to go in ruin when less than zero point two percentage of Sigil are in a struggle, in-fact statistically there is far larger number of people fighting in any case each day. I see little complaints about that, in-fact Harmonium gets more complaints about trying to 'prevent' these when they are occurring.

Any misconceptions people have of grandeous battlefields or all out war should be cast aside. The number of engagements during this war within Sigil soil currently is zero. There has been couple minor skirmishes but death tolls are below five, structural damage thus far is a single tower. Perhaps it is merely Harmonium perspective, but this doesn't sound to have exactly devastating effect to the Sigil.

And now I will get back to my work.
