A Formal Declaration of Intent

As per city regulations, set by Speaker legislation SI-506, article IV, a company wishing to introduce grand change that would have an impact on "a considerable population" of the Cage through, "development and infrastructure", the Enterprise for a New Opportunity Ward (E-NOW) would like to announce it intentions, methods and presence with the city.
General
E-NOW is a non-for profit organization whose function it is to promote economic, social, and human capital gains to the residents of the Hive Ward in Sigil. It has been long noted that the Ward is underfunded, under-patrolled, and is a haven for destitution. It is a central goal for E-NOW to reverse those trends and recreate the environment through systemic change. E-NOW is interested in residential input and works with local business and community leaders to promote common interests. The company is run by a man calling himself Phantom, and will eventually be run via local taxes ((registry for such filled with the Guvners and the Fated under form SI-8892)) but is at the moment funded on donations.
Mission
In its mission to create new opportunities for those in need, E-NOW has the following goals:
1> To significantly reduce poverty in the Ward and the Cage in general.
2> To stimulate the economy in the Ward to make it an attractive location that promotes business.
3> To provide access to education to those in need and looking to develop themselves.
4> To provide affordable housing to those without.
5> To provide food and the means to create more, to those who lack the means to provide for themselves.
6> To enrich the community in ways that make it an attractive place for residents to live.
Methods
To help facilitate its goals, E-NOW proposes systemic changes that will happen in three phases and are expected to take several years to come to pass:
Phase 1> Areas that are in a poor state of repair to the point of being dangerous, abandoned buildings, or land that has otherwise been declared "unsafe" has been roped off and zoned for redevelopment. In their place, schools, dorms and housing will be built. Students looking to set up a business, trade, or craft within the ward will be offered incentives to do so. Some people who are displaced as a result of the rezoning will have lodging and transportation needs accommodated for until they can return. Farms and resources are secured off plane and dedicated solely to the project with brought in help of local workers. This will create jobs for the ward.
Phase 2> With educated individuals being grown right from the ward, E-NOW will provide assistance to those students those looking to start businesses in the Hive. A "Business block" has been proposed by local business owners, but E-NOW would also like to keep business integrated into neighborhoods for "mixed use" zoning as studies have shown this creates a sense of community. The construction of new businesses will stimulate the local economy. Additionally, community projects will be built in this phase - parks, entertainment, sports, and other places where the population can come together as a community will be constructed.
Phase 3> Once reconstruction and economic stimulus has been implemented, and only when the Ward has the infrastructure and has the means to fund its programs on its own, E-NOW administration will dissolve and the company will remain only as a mechanism for the community to maintain itself. Taxes collected by the community will, in turn, fund its own projects and the new administration will be ran by officials elected by the people of the Ward.
E-NOW would like to pointedly express that it is interested in the opinion of the Ward's population. If you would like to donate, time, money, or resources to the project; if you are a resident and feel you are entitled to the project benefits; or just have concerns, input, ideas, or issues, please feel free to contact our representatives. E-NOW is located in the Hive Ward itself and can be found on the corner Hiver Way, and Ninth street.
