Trend of Spell Tossing has Shoppers Cautious

In the last few weeks we've seen a rising trend of spellcasters using their magics with little regard for the consequences that it has on others. Wizards and witches have always been controversial, hiding away in their labs and tampering with the laws of the multiverse, but now they've taken a new public bent to it. We've seen wizened wizards greasy entire streets to catch a single thief - and directly causing that thief's death. Mad women in red dresses have employed Horrid Wilting on the crowds around Jezebels kiosk. Most recently another crazed mage filled the area around Khazeet's with noxious gas. Sadly, it doesn't stop there. Just this week alone there has been no less than three Harmonium reports filed for spellcasters employing wide area-of-effect spells in the Great Bazaar during peak hours!
What is Sigil coming to?
A perhaps more important question is where are the Harmonium that are meant to be patrolling and preventing this sort thing? Thus far this reporter has learned that each Harmonium response has been reactive, meanwhile there have been over two dozen complaints filed by by-standing citizens that have been injured during the casting.
Perhaps the most noteworthy incident is now dwindling into yester-month; the mass assault on one Nienna during which no less than twenty innocent civilians lost not only their lives, but their souls to the wanton use of high necromantic magic. Those perpetrators were swiftly dealt with, but why haven't the Harmonium learned from that lesson?
The present casters that have opted to lob their magics around the Great Bazaar are as dangerous as those who attacked Nienna and need to be treated with the same ruthless indifference and swift hammer of justice. After all, just what are we paying our taxes for if the Harmonium will not do the job for which we pay them?
