You left us no contact information to reply, so we were forced to inform you via the S.I.G.I.S. while we appreciate your constant threats and harrasment notices. However you are misinformed. Harmonium, Mercykiller or Fraternity of Order units are not to be stationed, save a single of one of the three factions in the Under Sigil territory.
This enslavement you mention is more akin actions of a group that forbids education, eating, employment and security of the citizen and placing the said citizen in danger with weapons of choice such as explosives. Constant demands to do as you say also feels much akin to the form of slavery.
Also as you mention, 'people of Sigil have been spared your resistance' which implies even you are aware on which side of well being of the citizen you are.
