A stroke of genius by Justicar Charae - likely the greatest Mercykiller in history - has made the streets of Sigil safe once more.
It was truly an innovation to hold an Arena Tournament to help capture lawbreakers. It was so innovative that no one can still fathom how the capture of lawbreakers resulted from the tournament, but I assure you it happened. The Red Death are just that good.
Perhaps the large amounts of revenue generated by the tournament allowed the Red Death to bribe the Anarchists into submission. Or maybe it was the massive amounts of blood shed in vain that made the Anarchists realize how moronic it was to shed blood in vain.
It's a wonder that people like Phoenix still wander the street when we have the Noble Justicar Charae keeping the city safe with her tournaments. No wonder Phoenix wants Justicars dead - they're just so effective at disrupting his operations.
Look out Sigil, we might see a new Factol of the Red Death soon!
