As of today, readers, we are... well lets say tight on what we can and cannot say in the public. We are unfortunatley confined to Martial Law, and the Harmonium have strictly taken the SIGIS HQ in order to im-... Enlighten you about their glorious ways.
The Harmonium presently have declared that from this point onwards, spellslinging in public of any kind, including simple buffing spells unapproved by Harmonium rights will be outlawed.
Furthermore, any unoffical trade and smuggling businesses will be sentanced to immediate questioning.
Of course, it goes without saying violence will be reponsed to, violently.

Martial law...
A horrible term for those who value privacy and liberty. The ability to arrest without cause. The authority to sieze property without warrent. The power to instill laws that bring further power to the Harmonium without benefit of council permission.
Even now the Harmonium rounds up faction members of all ideologies and holds them without warrent. The Indeps have had their most influential member, Bria, taken to the barracks and physically punished for little more than reputation alone. They level threats against their most ardent allies... obey or fall...
... and all because they are at war with one particular group. An interesting scenario. As Revolutionaries, we are committed to our goal of ridding this city of the oppression is suffers. We are in a constant state of war against the tyranny that is the Harmonium. We target them... we hurt them... and tonight... we kill them... but what do they do in return? To us... nothing. They have no intention of attacking us. No... they turn their weapons on you.
I have no intention of sugar coating this. Tonight, Tonat Shar was targetted and killed. He was a soldier, and thus, was a legitimate target. Many of our people have died at the hands of enemies... so is the unfortunate effect of war. Tonat knew the risk of wearing the badge and he died in the line of his duty... and in return? They target you. They take away your liberty. They take away your right to free movement and gathering. They subject you to their anger.
The other Factions as well... is this your war? Not often. Most times you simply stand back and out of the way, dodging the attacks from either side... but now? They grip their fists around you and squeeze. You did not cause Tonat to perish. You did not have part in this battle... yet you are the target of the Harmoniums rage.
And I ask in all honesty... why must you accept this injustice? Why must you cower and whimper at the rage of the Harmonium? What right does this faction have to tell you how to behave? As far as I can tell... they have none.
Some will ask why we don't simply stop so that they might loosen their grip. I ask you... should we be forced to bow and grovel before them so that they might allow us the illusion of peace? Should we be forced to offer ourselves as slaves so that they might not harm us? People of Sigil... we are not sheep. This is the most influential city in the Multiverse. It belongs to you as a right... not because of the whim of the Tyrant that is the Harmonium. We will never accept phantom peace in exchange for servitude and slavery. We will not allow them to hold control over us in exchange for their savage mercy.
People of Sigil... do not allow them to punish you for the actions of another. Do not allow them to chain you in retribution for acts you did not commit. They have no right. You must stand up to them. They are many... but as a city... you are more. You are the single largest entity that can force them to back down. You are the creature that can make them tremble... but you must rise up to do it. So long as you crawl... they will whip you.
I know some will take my words and twist them for their own amusement... yes Lawyer... I do read the quips you share from time to time... and I have no issue with that. Everyone is free to come to their own conclusions from what I write.
It is time to resist the fist of the Harmonium. It is time for the Factions to push pack. It is time for the people to rise up. The tide can be turned and the Harmonium can be made to learn their place in your city.
There are probably few factions in this city willing to face the Harmonium in open hostility... I understand that. The Revolutionaries, however, will continue to do so. We will continue to force them to show their true colours... and as always... we welcome your aid and support while we do. The killing tonight was our action... we will not deny it... but if anything... it shows what your masters are willing to do in return. Fight along side us to force them to reconsider their... arrogance. Fight along side us to show them that you are their masters... and you will not be slienced.

No faction in Sigil - not even the Hardheads - is a monolithic conglomerate of like-minded caricatures. Therefore when certain members of the Harmonium, as well as the Indeps and Red Death catch wind of these new "rules," they further investigate the matter.
The first place they check is the City Court, where the Fraternity of Order is headquartered. To be sure, if laws were passed by the Guvners, then they would be rightfully enforced by the Harmonium. Thus one of two scenarios is possible: 1) either the Guvners are responsible for these brazen new decrees which the Harmonium have no choice but to carry out, or 2) a rogue element within the Harmonium Faction has stepped out of its place within the Sigilian hierarchy and has taken it upon itself to not just enforce, but also create laws.

Undersigil seems to have more and more orcish grunts and Tus'Kor joining it's ranks. Perhaps an increased migration to undersigil by monsterous races that attract the unwanted attention of the harmonium during times of martial law.
Perhaps Undersigil is seen as a haven from the overzealous law above.
Dispite the crime and mafia nature of undersigil's organisations the warchief is known to be a hater of anarchy and the opression it represents to his kind of freedom.
As he mourns the death of Tonat Shar whom he has had such good relations with in the past the warchief heads to the harmonium barracks to offer his condolences and negotiate the role of the Tus'Kor in the war against anarchy.

Hildmor has been seen in various Indep-run safehouses and simple establishments, giving speeches in attempts to prevent harsh actions from the passionate members of the League. Surprisingly enough, it works in many cases. Some Indeps have been seen fleeing to the Undersigil village too...
