"Oh, there will be blood during our first opening. But not the blood of the common people. The food shall be free. No strings attached."

"And for advancement. You know the price of getting power from The Hells. Your soul. But, there is one... restriction I am placing on that. We are only accepting the souls of those already bound for the lower planes. The deal is very good. If you desire power, and advancement within the world beyond... murder for a pocketful of jink, selling drugs for pittance, a short, brutal life. We can offer that."

"But for the rest of you, free food, education, safety. I plan on bringing order to the hive. As payment for our mistakes."

The fellow looked like he was trying to think of another challenge, but Azuriel's straightforward response seemed to catch him a bit off-guard. So his response in the end was something more like a grunt, and a -

"Well, we're keeping an eye on you. Might even come to that grand opening of yours, just to see."

For the rest of the construction time, it was clear that he was keeping an eye on the progress. But he didn't make any move to bother anyone.
