It doesnÂ’t take long to receive a reply. It is obvious Garn is anxious to calm the situationÂ… and to bring a bit more recognition to the Fraternity while doing it

I believe the sanctions suggested to be applied should be heavy enough to cause discomfort to the involved factions yet not enough to cause a great deal of pain or humiliation. They should also be set at such a level that they can be increased without need to debate an entire new set of sanctions, should heavier penalties be required. Starting with only a few will apply pressure enough to understand the city will not stand for such aggressions. I suggest the following

Harmonium:

A reduction of shared taxation in the amount of 10%. Easily increased if pressure is required.

A tariff of 25% to be paid on the value of all weapons, armors and/or materials to craft both, imported from sources outside of the city. Easily increased if pressure is required.

The requirement of Fraternity Warrant to arrest or investigate criminals beyond the normal day to day street side crimes so as to ensure fairness in dealing with the Doomguard and other factions who might draw their ire during the vote.

Doomguard:

A reduction of shared taxation in the amount of 10%. Easily increased if pressure is required.

A tariff of 25% to be paid on the value of all weapons, armors and/or materials to craft both, exported to sources outside of the city. Easily increased if pressure is required.

A requirement of Fraternity authorization to renegotiate or create new contracts to/with the various factions within the city. This is to ensure fairness in dealings with the factions and to avoid malicious gouging to those factions (such as the Harmonium) who might draw their ire during the vote.

It is my suggestion that these sanctions should be in place until both sides settle their current disagreement, as legally witnessed before the council of Sigil. It should also be suggested that should tensions increase, or simply continue with current sanctions in place, that additional sanctions will be applied (or increased) at the whim of the council.

I hope this is of some aid in the upcoming discussions. Should I be of any further service, hesitate not to ask.
