Some days later after the planned action is carried out a light burns in one of the offices of the city court long after all the others have gone out and everyone has gone hoe for the day. Caterina sits at a desk writing out a seemingly endless streams of warrants and covering letters. Next to her is a neglected cold cup of tea and the burnt out end of a cigarette.
On the wall beside her there is the image of two tieflings one marked Dash and the other Dace. A series of lines drawn downwards links them them to another set of names and images some twenty five people in total that occupy a row on the wall beneath them. Much further up the wall there is an outline of an image with no discernible features with the name Phoenix written beneath it. So far this image is not connected to any of the others.
She first writes out a series of arrests warrants all are for people named in the bottom row of her diagram, but it is by no means all of them. She also takes a search warrant and a letter and encloses them both in a folder and addresses them to the barracks.
She takes a second letter and warrant and addresses it to the Hall of Speakers.
Finally she completes the paper work to have as large a team as her rank and influence within her faction will allow sent to the prison to conduct an investigation the following morning.
She turns to the last piece of literature she has the decoded cypher that made all this necessary. As it was in her possession and not that of its intended receiptant she knew she had time. She hoped it was enough.

Caterina would be met with a high ranking Factotum the next day. She is given a litany of apologizes for the absence of Anywl Swan's Son as she is told he had pressing business to take care of at the Hall of Speakers. The Factotum accompanies Caterina and her entourage for her investigation with the day starting in their warehouse of records.

Once she has finally received the information she is after from the three factions she had requested Caterina would begin the long process of sifting through them and discovering the pattern to them. It is one that came together all too quickly. The list of names she has drawn up on the elaborate diagram on her wall would grow. Alongside the bottom row she would place the names of several newly appointed Singers. Opposite several names on the bottom row she would place the names of several lady's ward residents currently in Harmonium custody.
She would step back looking at it all and groan.
Then once again she would sit down take a black fletched quill dip it in ink and begin writing. This time four letters instead of three. The first to the prison, the second to the Hall of Speakers, one to the barracks and finally an internal memo to Garen.
So far she was pleased she was taking steps to undo the damage she had discovered but this was not enough prevention was better than cure and soon she would have to be proactive.
She took the decoded cypher and read the list again. She'd have to act soon.
She would step back looking at it all and groan.

The arrests have been made and the anticipated backlash has yet to manifest.
Meanwhile the Anarchists themselves, sure of themselves for this devious plot, continue following out the instructions of Phoenix. Slowly the device is constructed under his watchful eye as assembly moves extremely slow.
Now that all remains is a test run. Phoenix is insistent on testing his wonder before activating other cells to collect the required ingredients to bring true Anarchy to Sigil. The Anarchists consider on who and what to target first.
Meanwhile the Anarchists themselves, sure of themselves for this devious plot, continue following out the instructions of Phoenix. Slowly the device is constructed under his watchful eye as assembly moves extremely slow.

On the other side of the cage inside her office at the central court Caterina reads through a short list in her desk. Of the five things she needed to acquire there was one she thought that could be obtained peacefuly. Casting a number of basic protections she took a golden ring and slipped into a bag. She left her office and then the court and the lady's ward and she made her way to the clerks ward and the portal to Celestia.

Caterina made her way back to the office. She at sat down in front of her desk. On the diagram she had drawn on the wall she removed eleven of the twenty people along the bottom row who had been arrested in operation buzzsaw and placed them to one side. The name and picture of sir Locke was placed separately from the others.
She took a step back and looked a the diagram and reaching into her desk draw and took the cyphered list and a case of cigarettes. She took one of the cigarettes and lighting it with a cantrip she inhales a long drag before exhaling a lungful of smoke. She crossed the first and last items on the list off. She looked at the bundle of black cloth which she had them both in and considered locking them in her desk draw, then she stopped placing them into a bag of holding. They were far to important to let out of her sight they would remain with her or someone she trusted until this was over.
Finally she began writing out a report to the Fraternity bureau who kept the ledger of sigil's active portals and their destinations, explaining that unforeseen seismic activity on the elemental plane of earth had resulted in that portals temporary closure from the other side.
