Those who have read the latest article of SIGIS, or those who just have keen ears have likely heard of the up and coming auction to be held in Sigil to distribute the wealth of jewelery that the legendary thieves Donny and Hide had amassed over their thousand years of heists and cons.
Some dismissed it, some dont know what to think about it....
But make no mistake, it is apparently real.
The Regulators have come. The Regulators have begin to appear slowly at first in groups of one or two at a time and one thing should be made clear about these soldiers.
They know what they are doing. They each have a strange suit of body armor that is comprised of a strange overlapping chitenous plate, put together much like dragon scale overlaps, they wield powerful long barreled blunderbusses that give the already rare and powerful weapons greater range and power, and they seem to be able to communicate with each other with out speaking, mostly using a complicated system of hand gesture or just a simple look through their strange helms that house glowing red crystal lenses over the eyes.
They havent started nosing about....yet...most of them head directly to the Triad offices but make no mistake.

As word spreads and the Regulators' presence grows, Vetch begins to spend time each cycle poking about the Lady's Ward. Leaving his shady cloak and cowl behind, he dons a thin disguise of finery and a wide brimmed wizard hat, worn low to shade and obscure his face somewhat.
Around peak he would sit in a quiet booth flipping through a book or loiter around the bar in the Bariaur, sipping at a cup of coffee and attempting to drop eaves on the merchants, magnates, and socialites, hoping to catch word about when and where the auction would take place, and more importantly who would be attending and who was expected to make the winning bid. He would make special note of any whisperings about the Regulators or any scandalous rumors.

Since the regulators are in their preliminary security sweeps, information is very scares, they seem to communicate in a strange system of hand signals, codes and phrases that doesnt adhere to any common lexicon of language.
As for the who's who? That's easy to figure out and anyone with a thick heavy coin purse or any kind of account with local counting houses can be expected to make bids on the overflowing bounty of jewels, but no specific major power names have been whispered of...yet.
As for when and where? The regulators are being quick and indepth in their assesments so it looks right now like the wait will be minimal.
Where? Where would you hold an auction containing jewelery with a total price tag of a hundred and fifty million jink?

If the Prison is among the Triad bases the Regulators head to, they might find a young human male, clad in a black, high collared coat, a tricorn hat and wearing the badge of a Justicar. He looks up from his conversation with a modrone - Namer it seems- and a drow Factor as the group enters.
The sigil on their uniforms only vaguely rings a bell with him, though their weapons and armor catch his attention. Partially due to his own personal fascination with firearms, but mostly thanks to the alarm bells that always go off in his head when unknown armed folks waltz in around the Factor.
"Ladies Grace gentlemen..." He asks as he approach's, carefully placing himself between them and the drow. "What's your business here?"
The sigil on their uniforms only vaguely rings a bell with him, though their weapons and armor catch his attention. Partially due to his own personal fascination with firearms, but mostly thanks to the alarm bells that always go off in his head when unknown armed folks waltz in around the Factor.

The prison is indeed one of the places they stop, gliding in swiftly with their long barreled blunderbusses and strange helms with red glowing eyes.
The Namer, apparently recognised for his low spot in the pecking order of rank is promptly ignored.
The Factor, is given a written compliance request signed by both a factor of the harmonium and the guvners.
It is simply a request for cooperation while the Regulators research and local inmates or people on watch lists who's modus operandi have any link to theft or aquisition of proporty that doesnt belong to them.
There is also a very simple easy to understand gag order that states "The Regulators Were Never There".

The Tiefling spends a few hours out and about in the Lady's Ward browsing shops, enjoying a coffee on the patio of the Three Dragons, appreciating the garden, all excuses to hang about with an eye on the streets. He aims to keep an eye out for any Regulators moving between the Harmonium and Mercykillers' headquarters. He does his best not to overtly shadow them, watching for any of their curious hand signals to see if any correspond with where they're headed, how fast they head that way, or any of their general actions. Vetch's real aim, however, is to see where it is they go when they break from the route between the barracks and the prison.
