Ra spoke up after Hasclaan has finished.
"Ya have tae remember tho... ye cannae help people who dunnae want to be helped. I get the feeling a lot of those low-lives feel tha' way, so there's much to be seen about how well our effort migh' go; but the independent comitee ye brought up is a nice start, I s'pose."
"And should we be done with charity an' all tha' tat, I'd very much appreciate if we could discuss a bit 'bout more serious monetary issues that plague our fine city."

Emila remains seated.
"There has been a lot of talk about charitable work in The Hive and it is not a bad idea but it has been tried before. It is also not a permanent solution. What The Hive requires is to become sustainable. This needs greater action than charity, fail to do this and you may as well just be throwing your money into a pit for all the good it will do. In order to become sustainable it will require greater and visible security. The Harmonium say they are having to restrict themselves to under cover operations. Whilst I believe purging The Ward is going too far The Factions of the Hive stand ready to provide the security that will allow what you propose to flourish rather than struggle and provide a foundation for further economic development."

"You charity vison is fallible on a great many accounts. Gave a poor man a coin and it will be taken from him. Give bread to the lone mother and she shall see it wrested from her hands before she reaches her home. Every single drop of wealth spilled into the hive will slake the thirst of the greedy drug barons and other criminal activity. The hive has a order of it's own as the Fated Factor just stated. Factor Valios has the only sutainable solution to the problem."
"But as a doomguard I rather see resources used and abused than spent responsibly. So we suport this motion of increased waste of the citys coffers into the hive."
As Garen called for a break he rose up from his seat with a few joints crackling resoundingly as he did. Turning to the two beside him
"I am starving perhaps you two would like to join me for dinner?"
Walking owards the door his long tattered mantle dragged along the floor. His right leather sole left a imprint of blood marking each step.

Sillxhistraja stands up, following Ra'zeth, taking his hand with dignified silence.
