Generally in Parliamentary Procedure, one can make a MOTION to adjourn insofar as registering their opinion that this is the direction the council should take, but that motion would have to be accepted first. Garen isn't automatically shutting down debate (nor is Darkrob), he is simply prompting a vote which the Factols or whomever is moderating the discussion could easily defer or deny for the time being if they wished to hear more debate. If the Council operates like any other legislative body, the ball would be in the court of whomever is actively facilitating debate right now (aka Selebius)))

Emila sits up she glances around at the other Dustmen and then stands up.
"Before I and my Faction casts their vote I would like to be sure I understand the situation. The representative from The Fraternity seems under the impression that the Revolutionary League are a Faction. As I understand it they are not, and that is why they are not represented here. So again to my understanding they would not be afforded any protection under this measure.
Secondly I would like it clarifying if as the representative from the Fraternity personal homes are considered Faction territory. I was always under the impression they were not so they would not be covered by the bill making this concern groundless. I await for confirmation from the representative from the Believers of The Source on these points."
She glances down at the areas occupied by the Triad representatives.
"There is the worry that this measure would limit the power of this council, but I would like to remind the honuorable representatives of The Harmonium, The Mercykillers and The Fraternity of Order that this council is the Factions all of them not just the three that make up the Triad of Order. Anything that empowers more of The Factions empowers more of the council The laws that the Triad enforce are the ones that are passed by this council, and that their potions as guardians of the law are granted by the will of the council. Recently the Triad has demonstrated it was unable to execute its role effectively. The Harmonium occupation of the The gatehouse is of particular worry to my own Faction. Whilst we would have offered aid to our allies in The Bleak Cabal we were unable to do so. The Harmonium would allow no one else into The Gatehouse."
She clears her throat.
"Members of The Triad. Recent events have shown your three Faction's incompetence and inability to work effectively together. In your clumsy and blundering occupation of another Faction's headquarters you caused far much more harm than benefit to the city. This has led my Faction to believe that The Factions and therefore by extension this council may well be better served if allowed more autonomy over their own domains, and if you wish us to side with you and vote against this it falls to you to demonstrate that these events will not be repeated, because at the moment we have very little reason to trust you to execute your duties competently and we feel we are both better equipped better inclined and better able to manage the affairs of our own headquarters."
Emila sits back down.

There will be no voting yet- everybody can make a statement, make a post. Godsmen, Guvners, Dusties- whoever else wants to add stuff.

There are namers allowed. I want this to be player driven- the less NPCs I have to use the better (especially as I do not want to type a lot right now).
