Shamus remains on direct guard duty at the main entrance with other on duty Noatries and Measures. He would not be travelling far from the event and would only hear about updates and found information through messengers and reports.
No one would leave the building until he, or a direct superior with authorization to take control of the situation, permits it. Any attempts to leave would be halted until the guards are satisfied and stand aside.

Chari wants the Harmonium that's missing a badge questioned extensively and wants to know what patrols and areas he was assigned to. Then she orders a roll call and lets everyone know that there is possibly an imposter among the ranks. Report anything suspicious to your superiors, do not try to apprehend whomever you believe may be the spy.
