Garen would welcome the others (it is presumed they arrived before his opening remarks). He would also ensure to let everyone know that during this meeting, Rank does not overrule opinion. That everyone must be heard fairly, no matter their status or rank, and every opinion will be judged by its merit, not by those who give it.

Dace nods with a smile to the newly arrived Mercykiller colleagues before turning to address the group.
"With all due respect, the Triads response to failure should not be surrender.
Strictly speaking of the Hive, the efforts of the Harmonium- while often obstructed- are some of the only things keeping any semblance of law in that place. Now is not about "Law and chaos", this is about Law as a system in place to help those in need. Crime- violent crime- happens in that place every day. Who are you expecting the less prepared victims to seek help from? The gangs? What justice will they offer? Who will take any real responsibility to follow up on a murder case there, or recover stolen property without further extorting the victim? A re-evaluation of the specific methods or personnel deployed may make sense, but a full retreat followed by check point quarantine? That is relinquishing the entire Ward and all of its people to a life of complete injustice and abandoning them to chaos not on a philosophical level, but an all too real and dangerous one.
And I'm sorry, but to cite "cost" as a reason strikes at the very hearts of not just the Harmoniums beliefs if I may say so, but the entire Triad. We are all of us sworn to uphold Law, not abandon its fight because its been an expensive journey.
With that said? I do agree with Officer Ny'leve in that something besides military aid needs to be done as well...something I'm told was brought up at the Summit but repeatedly shot down in favor of either simply walking away or outright burning the Ward down.
Whatever we do, however, it cannot be to the exclusion of our martial presence, and it needs to be done jointly. We've had a year now of conflict between our respective Orders, for reasons that I assume we'll be discussing shortly...
As for the Lower Ward... there is absolutely no reason why the Triad should pull out of there too. That is a place where thousands of workers are employed, and a place where not only property disputes frequently occur, but quarrels break out. It is yet another Ward where the security and justice the Triad brings is desperately needed, whether we find it inconvenient or not.
Regarding being open to the Doomguard...we proved capable enough of containing any movements of theirs in the last few months. The only thing this requires is the Harmonium to not refuse aid when given by its Allies. Also, as things stand the Doomguard have less than a quarter of the total manpower between the Harmonium and Mercykillers. If they push for a fight, we are more than able to contain and counter them.

While he waits for the others to speak, he looks at the list of reserved names he was supplied, then to the large group of Mercykillers, then to the lunch table and then back to the Mercykillers. It was obvious that he wasnÂ’t expecting more than what Charae had supplied and was concerned about not being prepared for hosting such a large group. He slowly turned the list of names face down and returned his gaze back to the discussionÂ… though keeping a close watch on the door as well.

Chari smiles in greeting to the others and listens intently. After everyone speaks she finally adds to the discussion
"If the Triad does decide to cede control of the Hive Ward to another group who will it be? What other group is qualified to maintain control in that ward?" She asks this question while looking around at everyone that is gathered.

When we offered a hand they scorned and Bit them, when others offered a helping hands, they scorned bit and sabotaged them. The people there did nothing to help themselves.
Its time to wall them up in there Precious free shit hole and let them tear themselves up. Let them suffer the consequences of there choice to be a lawless Society and during that time we close in inch by inch taking what we can.
The war on chaos is not over it has not won, no its just needing a different approach. think of this the Hive is like a frog Chaotic creature bouncing around. and if you take a frog in shove it hot water its just gonna hop out. but if we let the water cool down let it rest, then we can let it slowly build and by the time the froggy realizes it the water is too hot its too late and the lid is upon its head.

Dace grimaced. "Even by that very simplified logic Justice Pinklilly, our mandate is to punish Injustice in the hopes of preventing further injustice. This is something we cannot do if we turn a blind eye as a retreat would do. Nor is it something we can do if our allies also decide to turn their backs in the same way."

“Please, Factor… now is not the time for veiled insults aimed at my Faction loyalty or attempted grabs at power for your Faction in the street. Nor is it time to question the effectiveness of Harmonium troops. These are counterproductive. Please try to stay focused and constructive.”
He then turns to Chari
“The problem is, Measure, no one has been able to bring order or control to the Hive. Not now, not in recent memory, not in recorded memory. Whoever decides that they wish to make a try to take over, whether supported by the council or on their own, will fail. The Hive exists as many of the planes do, a place of intense chaos. No amount of charity, no amount of weapons, and no amount of blood will bring order and law to that place in its current form.
He turns to the rest of the table
“The Justicar speaks wisely. If we pull back, allow the Hive to turn on itself, as every body of chaos will eventually do, and simply act to contain it, we’ll be in a much better position. Over the coming days… maybe even years… we can slowly, block by block, try to correctly reclaim it. Right now… we just waste lives on a futile effort. We’ll have an increased presence to focus on the Wards we do control, to further push the lawless from these areas, to further protect our controlled wards in the city.
Of course, there are concerns for those who would be trapped inside to fend for themselves. A terrible thing to consider but there comes a time when we have to realize, we canÂ’t save everyone. We have to focus where our efforts will bring the most success and slowly work on the rest as we are able.
I’m tired of watching the Harmonium suffer loss after loss on something that has never been attained. It’s wasted lives. We need to rethink this.”
