Garen would listen to Kala's request, jot something down and then reply

"While your suggestion might have merit is some cases, it would strangle independent trade coming into, and out of, the city. I'm sure the merchant houses and organizations would come out in opposition and would most likely retaliate through diversion or withholding of imported goods the city depends on.

If the Factor wishes, I will add the suggestion to whatever is forwarded to the council for approval."

"I'm sure the most clever merchant houses, already have links with Factions if they are not symbolical members of the indeps, this isn't a big deal and it'll also help the law doing their duty. Free market is a problem that serves nobodies but criminal organisations like the former Cartel."

"I understand your intent, Factor and quite honestly, I don't disagree. That is, however, something of the magnitude that we here cannot decide. That would have to be decided by the Council through the introduction of new trade regulations. I can ensure it gets sent with any other recommondations we have when we're finished. If any other member wishes to put their backing behind your proposal, I will attach that as well.

Has, who listened calmly and stayed out of the general discussion just makes a small gesture of agreement after the Dustman has finished and gives a pleased nod after Ra's comment.

Of course he has some notes to add to his collection as well.

"Mistress Dustwoman, I understand that the little pieces of paper flying across the table are a little distracting, so maybe you missed my actual question. The Doomguard concern is very clear, and Factor Ra'zeth is entirely right, repeating grievances over and over again doesn't really get us anywhere.

"But signing another agreement, if there's already a pact in place stating the same, is rather pointless. Nobody's going to pay attention to two pieces of paper if they didn't pay attention to one.

"So, I'm requesting again: I'd like to hear, from the Doomguard, how and when the pact has been broken."

She looks over at Mauric her now undead calm countenance not cracking. As the summit dragged on she had long given up the effort of pretending to be alive.
