But, I would like to point out that putting the scheduling in the hands of the Xaos might make it a bit hard to do the preparation and planning involved in, say, bringing in the carnival. There's a lot of work involved! Event planning is not spontaneous! Uhm, no offense intended, Choit. . .
"The Soceity of Sensation brings in entertainment from across the planes all the time; we're used to the planning, coordination, and scheduling involved, and would be happy to arrange festivities for the rest of the city. . . though naturally everyone would have to share in the expense, just as everyone is benefiting."

"Perhaps not all dates need be managed by the Xaos. If the factions are to coexist, they would need an even share. So there could be a number of holidays granted to each faction which they can determine at the beginning of each calendar cycle. The holiday doesn't necessarily mean open up the festival area, of course. Some of them could simply be for the faction only. I believe that would give everyone what they want?"

"But, I still must insist that whoever sets the dates needs to do so well in advance. Spontaneous parties are wonderful, but a city wide festival is not a spontaneous party. They're two different categories!
"If chaos needs more ways to flourish in the city, and nobody likes my idea of the way-house, why not follow Choit's suggestion and give the Xaos control over immigration?"

That is my day to day existence, but the entire meaning behind my suggestion is to allow that preparation to suddenly become an unexpected and chaotic event. Let’s say the Xaos decided that the first festival was in two days… suddenly it is not just you who has to scramble to organize, it’s all of us. Suddenly we’re having to reschedule dates, appointments, work shifts, caravan loads, you name it, just to prepare for something in such a short time frame. While I dislike the thought of my caseload being upended by such a thing, I look at it as a matter of inconvenient chaos… not destructive chaos. This is something the Xaos can do, under the watch of the council, that would affect the entire city and many groups beyond it… a mere two or three times a year. We could still request a stable date for one of the events, this event, as the Fated delegate suggested sponsored by all of us, but the other two… an unexpected… surprise.”
