Tinkeen returned to his beggar position on the market near khazeets to look unsuspicious...
He was sure, the Soldiers took his selfmade heavy lockbox, armed with his finest locks and Traps away. In it he kept all his money and belongings, including his crafted traps for his "work"
Tinkeen had no appartment and his lockbox was quite well hidden in the undersigil cartels hideout, but Tinkeen was pretty sure they found the box... some Guards, who were not careful enough were perhaps injured, what gave tinkeen an evil grin on his kobold face
Tinkeen decided to stay on the market for now to keep his reputation as beggar up

Once more the Harmonium enters the Under Sigil, this time their numbers nearly thrice that of last time. They have a heavier armanent than usual, mancatchers are replaced with weapons, as they approach the village where the Cartel is known to reside, they halt by the entrance and prepare large quantity of mass protective spells upon the swarm. The residents of Under Sigil scuttle away unwilling to really stay near this group.
Soon they enter the village and in brief jogging they surround the Cartels and Syndicates territory.
"Members of Cartel and Syndicate! You have one chance to surrender! Step outside and put your weapons down and you will be treated fairly."

Elsewhere in the planes Cartel might receive reports of couple merchant caravans/supplyers never making it to destination in the Planes, but their local rumors quickly tell the tale of burnt wagons, but no corpses.

A large Grey Orc, known locally and above as a battle hardened Archmage, would approach the massing group. His face tattooed and his demeanor rather tired and impatient. He would motion to the leader of the Harmonium force to speak with him. Once permitted;
"I am Shard... as I'm sure some of you are aware... I am here as representative of the Syndicate merely because I retain close ties with them and I have experience dealing with your... kind. I have been asked to give you the following message.
Until this war is settled between you and the UnderSigil Cartel... the Syndicate has voted to revoke Cartel membership and bar them from the table. The Syndicate will not halt your advancement into Cartel territory and will not interfere with your seraching of Cartel territory. The Syndicate does not harbour Cartel members nor do we plan to.
The Village of UnderSigil remains under the control and protection of the Syndicate and they would ask you, respectfully, to remember yourselves as guests in their home and to maintain the peace while here.
Please conclude your business in as quick and efficient manner as possible and return to your lighted streets so that the people of UnderSigil can return to their lives.
Have you anything to reply?"

Some say that Hildmor had unofficially revoked the membership as soon as news of recent assassinations happened to reach him. It would appear that most of Cartel territory, except may be the independent establishment of Serpent's Gaze, has been abandoned in haste. Locals say that the Cartel has moved deeper into Undersigil a day ago...

The Orcs that are loyal to Shard would have secured the Cartel territory so that the other Syndicate members would not be able to fight amoungst themselves over the newly created Vaccuum. He would do as he always has inthe Syndicate... maintain peace. It would remain under Shard's guard and care indefintely and for all intents and purposes at the Syndicate table... would be part of his territory. The Orcs would not stand in the way of any Harmonium member moving about the territory once held by the Cartel but would prove to be uncooperative and threatening should any harm come to the Serpent's gaze or her employees.

A dispatch will be left here, we suggest that no harm will come to them. Do not leave the Sigil, it is not under my authority to choose what actions will be taken. All houses are to be searched and any spies, suppliers and supporters of Cartel are to be brought to Harmonium. All communication stones are to be confiscated until their purpose can be verified."
A brief search is held by the Harmonium to acknowledge that Cartel has left, though the Hardheads are quite tense they still hold the general respect, in terms of military behavior, but it is quite evident that Cartel has indeed left after which search is over. Small group consisting of five Hardheads is left in the Under Sigil village making one of the Cartel structures a place to stay for the time being.
One of the mages establishes contact to the Harmonium HQ for Mover Three Kleivous, the man in charge of the operation in here. "The Cartel has fled, eyewitnesses tells they fled to the Under Sigil. Syndicate has revoked Cartels membership. We advice a block for all of the Under Sigil entrances to inspect everyone coming through and hold all merchandize. It is vital that the Harmonium enforces the supplying block to starve out any Cartel resistance. Of course all non-cartel residents are required to be supplied as normal to allow them to preserve their lifestyle." "Confirmed. War against Syndicate is officially over." comes the voice from the HQ "Your orders are to move in Under Cover and perform supply block to all known trade routes of Cartel." "Understood."
Mover three Kleivous would return to Shard "The HQ has been informed and the war as well as bounty against Syndicate is being revoked as we speak. The dispatch will remain here and ensure that all attempts will be informed of such change. We will send newest copies at soonest opportunity to avoid any needless deaths. For now we advice that you avoid leaving this territory for your own safety.
We have another request, we require all Cartel identification and gear you can supply also information of all their trading partners that could supply them for excessive amount of time. Also all known people that may owe favors to Cartel or Hildmor. Any standard clothing that is common in Under Sigil would also be appreciated as well as information about all the groups of Under Sigil that considers themselves enemies of Cartel or at least in hostile relations with them."

All typical known informations would be handed over (however sparse). It is unsure how helpful the information would be as each member of the Syndicate guards their own resources and information routes carefully and allows no other member to know their secrets... it's how they maintain the peace in UnderSigil by ensuring that their part to play cannot be picked up by another without serious preparation. It prevents the Syndicate members from striking out at eachother. Fortnately Shard has held this position before and is well versed on how to continue operations.
Information would consist of noted Cartel members who've stayed in UnderSigil. Enemies would consist of many of the Syndicate members themselves.
The Harmonium officers would be protected so long as they didn't wander around on their own accord and bother the other Syndicate members. If they stayed within Shards territory... they would be undisturbed and could monitor as they pleased.

After gathering loose units of Sigil based Iron Tusk orcs that had been guarding the miners and diggers previously, from the tunnels around the village he roughly lines them up in the town and presents them to his Sigillian Warshaman.
It's probably a bit of a sight to the 5 Harmonium notary's left in the village.
He states to Shard in simple terms.
"Tus'Kor! Youz want any more youz just ask." He gives a nod of respect to the Warshaman and heads back up topside for a drink in Khazeets bar.

I have chosen Kail over Vorgazar so Vorgazar will take a back seat for now. Essentially any Iron Tusk Orcs that want involvment would answer to Shard and support undersigil's syndicate in accordance to the Warshaman's interests.]]

Every single cartel agent knows three thing, but these facts are very clear from now on to every single member:
Who sings die.
Who betrays the cartel dies.
Who is dead not need his beloved, so they escort them for the last travel.
They knows it from start, so it's not an actual threatening.
The situation is on keen edge, so there were some who failed. But they never reached the opportunity to make a fool mistake.
Few person died by natural mean here and there in Sigil, and somes simply disappeared with their whole family. After any inspection, no sign of crime in the cases, just escaping members of cartel maybe, and few mishappening here and there.
The consequences, not a single agent will sing, better die and destroy itself totaly, for save the family, beloved, contacts.
[OOC: this is for the realy trained and deeply undercovered agents of the cartel, who posses real information and had the chance to make real damage on the network. It was a fast but effective cleaning ]

Unsurprisingly, the Cartel uses the same tactics as the the Harmonium undercover operatives, except that they also cover their faces or use some other means to prevent indentifications when negociating support with the locals. There are a few instances of blown cover on either side, often resulting in small skirmishes. As for now, Cartel's hidden agents while less in numbers than the Harmonium have more support.
