Kiera would have made time in her schedule to sit in on the assembly. Hearing the twisted accusations she'd just smirk and not comment, far more important people were present to do that.

Sasha was sitting with a group of other Sensate Namers. She nudged the person next to her after Kala's speech, and whispered something about Kala actually being a rather good speaker.

Emila stood over looking the hall on the balcony occupied by the Dustman. She seemed to drum her fingers on the arm of her chair as if bored during the speech. She gazed around at the hall at the seats occupied by the representatives of other factions. A small absent minded smile cross her lips as she waits to see how it is received.

Garen stands and steps forward so he can see the entirety of the chamber. He pushes his glasses up on his nose, smoothed his judicial robe and scans the crowd. He carries no papers and seems to be prepared from memory. Clearing his throat, he begins, speaking in his best practiced “Judge” voice.

“Mr. Speaker, ladies and gentlemen, members of the council, I come to address the motion our esteemed member, Factor Ka’Tan, has just presented to us today. I have a few points to touch on, the first few, observations on the Bill itself, and finally a follow up on procedure before the council.

First let us look at the intent of the Bill. The bill, whether itÂ’s the Factors intent or not, intends to completely silence the councilÂ… completely and permanently. Now why do I say this? The Bill aims to make it impossible for the Triad to enter non-Triad property without direct consent from those factions who control it. What this means is that the Triad will be unable to enforce the councilÂ’s law in these placesÂ… thus making the councils word mean nothing to them. The Triad is a tool of the councilÂ’s law and if that tool is silenced then the council is silenced as well.

This bill also opens the door to extending this protection to other faction properties, perhaps even the properties of the individual members themselves, so that the councilÂ’s law would not apply to them. Imagine a city where the law works here but not over there. Where it can extend to areas further down specific lanes but not up other ones. It would create a different set of rules for every specific faction and their properties within the city. Law would mean little as people could simply declare their homes a property owned by their faction and the councilÂ’s law would not be able to enter it, obeying or dismissing the law as they choose. Should a faction decide to harbor criminals, the Triad would be unable to act. Should a Faction decide to amass troops and armamentsÂ… the Council will be unable to act. Should a faction become under the influence of an outside force and decide to stall for timeÂ… the council will be unable to act.

There is a term for such a social system… Anarchy.”

He motions to Kala without turning to her, keeping his view on the council chamber

“The very soul of this bill would prevent the Triad from moving on Revolutionary safe houses without their direct, Factional, permission. Is the Factor suggesting we adopt a form of Anarchy in the city? Is she implying that the League has the answer? Is she suggesting that we dissolve the social structure of the city in an effort to bolster the Revolutionary League?”

He turns to her

“I would hope not…”

He then turns back to the council

Mr. Speaker, ladies and gentlemen of the council, the members bill is fundamentally flawed. It is far too broad, far too open to abuse and far too vague to apply to the city without first assuring it wonÂ’t bring great harm to the councilÂ’s law. There isnÂ’t a courtroom in this city that could make any sort of ruling associated with any part of this Bill without doubting their verdict. We could say that it isnÂ’t the intent, that IÂ’m misconstruing the intent myself, but that canÂ’t be ascertained without direct study by a committee of the councils choosing.

Therefore I put forth a motion to adjourn the debate and vote of the bill, as is the right of this council, to ensure it is being discussed in the best interests of all involved factions. The adjournment, which is standard procedure, will permit the council to form a committee to study the bill, ascertain its flaws and suggest remedies and then reintroduce the bill to the council for debate and vote.

Ladies and gentlemen, I thank you for your time.”

He then nods Kala, nods to Haskar and sits

The construct's scribbling stops and there there is some silent talking among the Harmonium officials but also among the Mercykillers. The Bleakers look nervous, the Ciphers unusually smug, a Xao that is present haggles with some Sensate over his hat.

Looking over the crowd again the Signer factotum, a Halfling who is almost as broad as he is tall and who is known only as 'Founder', lifts his hand.

"Now it is time to discuss what has been said, what has been brought forward.

Please remember one statement per speaker per round."

Garen says nothing, knowing that he has already made a motion to adjourn the vote pending committee review. He simply sits and takes notes.

If there was event to write for the newspaper, this was it!

Long after excusing herself from the work, drow was drenched in sweat, trying to get there in time. The quaffed potion of haste made the run faster and a bit more dangerous, but Factotum wanted to get there, if not for watching how this happens, then for the scoop of Faction activity.

Not having time to change from her Sally persona, girl barged into the building, removing pace as she approached the main Hall, taking a look to find a free seat.
