*A rather bored looking demon sits near an elven factotum, idly drumming fingers against his horns. Up to the point that Nica speaks. Perking up, a quill appears as out of nowhere along with a scroll in his lap, penning a quick missive. Then nudges past several other signers to deliver it to Factol Darius*

Nica offered a nod at the Mover and seemed grateful of whatever they said. Leaning over to murmur her brief reply at the same Mover. Noticing the undisciplined outbursts within the Society of Sensations section she gave them an open display of disappointment as she frowned and shook her head. Despite the passionate expressions her eyes didn't linger on them for long, instead she gazed at the other factions.

Chari filters in a little late, after everyone is seated with their factions. She goes and sits behind her Factol, smiling and nodding to those she knows among the crowd.

Miranda was at the assemble of course, she had made a point to attend, this was important to her even if she had no say or influence on the matters at hand.
She couldnt help it this time though, this time her strangely well behaved child admist all the noise sat on her lap comfortably looking around at all the people gathered. She was no stranger to political gatherings being a red wizards, well..former red wizard but this...this was something else. She sat near the other fated members and her head constantly pivoted this way and that way to look at the plethora of passionate speakers and for the first time in her life she found she couldn't really follow the flow of this complicated political river.
Still, as she looked on with her eyes which indicated an unhealthy lack of sleep she realized that even though she cant comprehend the flow of this river she is still very much in danger of getting swept away by it.

Dace once more considers rising to speak, but again, decides to pen a note first, this one going over to Factor Rhistel in the fated's corner.

Vicky came inside with her decorated Stone Golem with a strapped on horn on it's head banging two coconuts together, she wore an even more colourful outfit to the meeting."Oooh, Kishliana we must prepare a speech! But for what...?"She sat with the rest of the her Factioneers, handing them a piece of tomato to each and every one of them.

Rhistel had kept following every other counter-proposal with mild interest, shaking his head from time to time but without feeling the need to intervene at anything that was said for now.
He had offered Doomlord Ashtoret a respectful nod at his speech despite the reaction around him, then, at the Notary's words toward their Factol he offered the same expression he had reserved to the Drow Sensate moments before. He clearly had no expectation of her understanding, and her words seemed to just prove his point... still, there was no need to bother, and he just quietly gestured the Fated around him to calm down before the Speaker was forced to intervene.
He wasn't exactly expecting notes whatsoever, although idly following the exchanges going on around the Hall, so he is taken a little by surprise when he is approached with Dace's message.
As he takes the folded paper from the messenger his gaze wanders in the Factor's direction, offering him a quizzical look; nonetheless, he opens the letter to read its content.
He finds himself rolling his eyes, slightly amused. Instead of penning a reply, he quietly stands up taking advantage of the Xaos fabulous entrance, and nonchalantly makes his way toward the Mercykiller corner, probably expecting Dace to meet him halfway behind the seating where they would not bother the others.

Athaon Morthos, Factotum of the Athar, stands up and walks to the podium. He is dressed in conservative brown robes and wears his Athar Factotum badge around his neck, attached to a torque. He's seems to be eschewing the normal accoutrements of his Fellblade armor and arms this day. In his hand, there is a set of notes.
"Men and women of the Factions of Sigil, ye will allow that the Harmonium has, of late, been both lax in its duties betimes and too harsh in its application of 'harmony'. Too few times, in recent months, is there failure to apply the closed fist in defense of Sigil herself - to prevent Fey attacks. And too many times, in recent months, is that same fist used to punish those on whom a lighter touch is more warranted, such as the Indeps. If this harmony persists, including and not limited to altercations between the other Factions, I wonder if there will be any harmony at all in the Cage. Too many of their Faction use the excuse of 'peace' to their own advantage and personal advancement.
"The truth of the matter is, the Harmonium caused the situation to be exacerbated by going in with swords swinging, crossbows cocked, and spells ready to be cast by upraised hands. The Harmonium did not, as I have able to figure out, try to talk the Doomguard down. Rather, they used threats and bluster.
"You cannot force harmony on this city, or any other city. All are free to make our own choices here, even if others do NOT make the right choices, in my opinion. The only thing that can be done is speaking to those who make the wrong choices of the truth and punishing them if they refuse to accept the truth after a reasonable period of time.
"Honorable Factol Sarin," he gestures to the Harmonium Factol. "He needs reminding that being overzealous is NOT the proper way to bring peace to this city. When his Faction should have been manning the figurative walls of Sigil to defend against the Shadow Fey, they were told to stand down. Why, I wonder? Instead of enlisting the Doomguard in the defense and overall strategy, it is has been the state of affairs that neither Faction worked to defend Sigil. Punish the Harmonium, I beg of ye, for this slip in judgment. But do so in a manner that allows them to take their places on the figurative walls of our fair city."
Morthos pauses and then speaks passionately as he continues. "Let us ensure this insane Fey, the Raven Queen, does NOT become another foul goddess to plague the multiverse! All should work together to end our common threat, once and for all! Let the Factions band together and fight for Sigil in this time, instead of opening vulnerabilities in our city's defenses!"
The Cambion gets his passion under control as he finishes and smooths his robes. Bowing slightly to the Speaker, he walks off the stage with a confident stride.

Dace finally rises to speak, after a brief discussion with Rhistel.
"I will not spend much more time rebuking the Doomguard's insistance that the Triad charges against them are misplaced, as this council has wisely voted in favor of seeing law and justice upheld. I will, however, make note that the specific rank or charge of the accused has little to do with what they were caught doing. In fact, I would hazard that if the Doomguard are so insistant that those leading the attack were acting outside of their normal authority, then perhaps they should not mind at all when we take them to task over the matter.
What I do wish to address is the bigger issue; Security. Not just in the bazaar- as many seem to be fixating on- but in Sigil as a whole.
Let me clarify something before going further; the creed of the Mercykillers is to punish wrong doing, and we firmly believe that punishment is the most clear and certain way to ensure mistakes- be they crimes or errors- are not repeated. None are exempt from this; not the criminal, not the citizen, not our fellow Mercykillers...and not even our allies."
He pauses as he looks among the hall. "The Harmonium have made mistakes. This is not in question or doubt, even by the Harmonium themselves. As with anyone, they should be held to account.
However...
This council must not rush to cripple them anymore than we did not wish to cripple the Doomguard for their far more audacious acts. Especially not in light of the several harsh realities this city has faced in recent years.
The Doomguard and some others seem to suggest that a few "elves with frost pasting" pose no threat, and wish to lead this council into the belief that the outside cannot threaten Sigil and its citizens. And yet, our city has come under repeated assault, our people -murdered- by extra-planer forces acting as part of major conspiracies that threatened to shake the planes. "
He looks to the Doomguard ranks... particularly in Razeths direction for a brief moment.
"Do you need a reminder of how the Far Realms once poured its twisted hordes into our streets, warping the pavements and people into those horrors with intent on spreading their corruption to other worlds?" He turned his attention to other Factions , one after another . "Or of how the cult of Kruphai's agents stalked the shadows of our streets, intent on systematically eliminating the Sign of One in their gambit to empower their lords? These are just two of the most recently closed matters, there have been several others we could spend the whole day reviewing if we wished. How then, does it suddenly come into doubt that the forces of the Pale Prince pose a threat? How -dare- we suggest that an army from the outside, one that presumes to barge into our city and slaughter our people, is no threat worthy of our attentions? It is the function of our Factions to guide our city - and yes, the planes as a whole- to a worthy future, and for us to bawk at such blatant attacks as if they were nothing to be concerned with is a disservice to all our mandates and our position as the leaders of Sigil."

The Harmonium banner is the one appointed to defending our city, not just against crime on the streets, but against foreign assault like the Far Realms, the Raven Queen and anyone else who would threaten our people. Thus, I ask this council; whatever your concerns over their conduct, or ability, do not respond by further crippling their ability to do the job we have entrusted unto them. If a change in the guard force of the bazaar is to be seen, ensure that it is not to such an extent that the Harmonium- and Triad as a whole- is impeded from carrying out the duty of defending this city from local and foreign threats."
With that, he returns to his seat.
