What do you suggest, Factor? Allowing them to dictate to the council how it's going to be? Allow them to set a different set of standards and rules, as opposed to the rest of the lawful city, simply to placate Anarchists and other rabble?
That isn't really an option. We cannot allow the city to go down the slippery slope of permitting every area within it to dictate to the council how things are to be done. The law exists for a reason and they must all live under it.
We know the issue. Chaos is permitted to thrive, lawlessness is permitted to thrive, violence and anarchy is permitted to thrive... because they refuse to accept the councils law. Unless order is restored, no amount of large scale change is going to happen.
Yes a small infirmary works because they don't have to support it. The Administrator already told what would happen if you simply gave them everything they needed... they would work for none of it, would support none of it and would descend back into chaos if it was ever removed.
They must adhere to the same law, the same standard, as the rest of the city. I am genuinely interested in the Dustman Factors suggestion to bring some semblance of order so that the Ward can begin to heal.

We would gladly support this if we are given a district of our own to safeguard. Or if we collaborate throughout it all together albeit I prefer the former by far. I suggest we split it into thee part each with one becoming the responsibility of our respective faction. "

"The delegate from The Society of Sensation asks what The Hivers think, well I have had a house on rag picker's square for some time now so I can tell her it is not The Harmonium. She also said The Hive needs more charitable aid, she says that there is only one there. The reason there is only one there is because The Hive is in hospitable to help from the outside, something what I propose will change, and remind her that The Bleak Cabal one of the Factions I wish to so empower is engaged in a great many charitable causes. There is no reason what I suggest would stop charitable efforts in The Ward.
She goes back to her notes.

I have seen no proof of this, and I doubt The Factor has either, so I would like you all to dismiss this as the groundless gossip it is, but let us say you do not believe me, let us say for the sake of argument that people are being abducted from the streets. This would mean that The Triad knows these things go on, has proof but is either unwilling or unable to do anything about it. I would like to thank The Factor as I could not point out a better example of The Harmonium's powerlessness in The Hive myself.

As to how this would effect the law, what I would suggest would see members of the three Factions able to detain people in The Hive and only in The Hive. They would then follow the usual legal channels through The Courtd and The Prison as The Harmonium do. I am sure there are more concerns that you have, and members of the the Factions and myself would meet with you and we would work out the details and legalities to be put into a bill proposed to The Hall of Speakers. What I am after at this stage is your support in principal and a sign of willing to allow Factions to take greater role in The Cage."

Then looked at the others "Just keep in mind that any of you would be conquerers are going to be against the Xaos... or at least a small portion of us, which keeps shifting and possibly make more or less harm. But if the guys supposed to do their jobs aren't, then we're going to do it for them. Our way. Which is still possibly not by the laws." now she sat down.
