He once more spoke up loudly to be heard by by those around him his tone aggressive as he struggled to stifle the bestial growling that seemed to dominate his utterances ever more echoing behind his mask.

"So we are to believe by the words of the Harmonium that things will improve for the benefit of us all and just not the red plague? The worth of a promise equals nill and shall until the last being lay down his or her breath. Time and time again you had all heard it yet the result is always disappointment. And this will be your again. They deny any faction the tiniest sliver of power to hoard it all for themelves. The rigidness will not melt like ice good people it need not be explained. They will never listen because they will always believe they have the best solution themselves. As you can clearly see they must be reeled in and foced to learn how to share and who better to force it upon them besides ourselves than the Heartless?"

Listening to the exchanges and proposals about the hall for several silent moments. One out burst in particular catches Xander's attention and causes his nostrils to flair to take a breath. His lips part sharply as he prepares to expel it.

"The council is able to believe what ever it wishes. But there are facts that can not be ignored. Any sentient body can be outfitted with adequate arms and armament. But what benefit is this without the tactical training, expertise, and experience to wield it? You have random onslaughts from enemies of the city. Most recently, an attack on the bazaar to which the Harmonium reacted promptly to counter the damage set to be done by a baptism of fire. How so? Because they have been conditioned to react orderly in times of immediate crisis. This city is under attack. From foreign threats and domestic... And the answer to this... is to remove the one militant body armed, reared, and capable of countering it from one of the most trafficked wards in the city? The logic... boarders... on lunacy. There are other means to reconcile short comings without putting civilians at significant risk."

His gaze moved from the gathering towards the speaker as he shifted his weight within his seat. Fingers laced over his right knee while settled across his left leg. He patiently waited for the immanent warning from the host with direct eye contact.

Silver haired elf marked as a factotum for the Sign of One waltzed over to the Speakers stand, then looked around to address the Hall

With respect to Factol Sarin and all the Harmoinum your faction represents, this, I will say.

In the short time I have been here, a mere few turns, I been witness to both great actions of organization in face of a threat to Sigil and yet the despairity of the every day slosh between what "keeping the peace" means.

I applaud the efforts in the triumphs where we stood together at the Battle of Salt to see the fall of a power. I hear stories of protecting this great city from the Far realms. Im colored impressed that you took the initiative to check out the claims and validate, protected us from the Doomguard unleashing a greater catastrophe.

With this in mind though, also seen good souls fall in trying protect Sigil, being placed on the fighting ranks without proper training and sent to die with the forces trying invade, cutting their lives short.

I have seen reports reach the offices and then never heard word again on the investigation. Iv seen officers flat out just ingore a crime, a murder. Iv seen the common person or factioneer ask for help to problems and situations and told "This is not our place to protect you." Officers harassing our citizens. Ignoring other factions. Taking problems into their own hands
without consulting the rest of the Triad. Using people as bait and setting up jeopardizing traps. Making decisions without asking the ones that wanted help how they like to proceed. We, as the Sign of One, have still not forgotten about being locked in our own faction hall to die of psonic poison.

While you, as a faction, are the most qualified in the position of being the military of protecting Sigil, as it stands, its not the mility we need. If your idea of harmony at all costs including pretending problems do not exist, turning a blind eye to corruption in the ranks, making dark deals away from prying eyes and not adequately training Namers to not survive their
first fight, then this is not the Peace we believe in.

As it is, the Harmonium is over stretching its self, thin and left brittle to break in places. Without harmony among your own ranks, how do you expect to help any of us? Without seeing any changes, I am dissuaded from allowing the Harmonium to continue to
"occupy" the Bazaar until the other issues are resolved. At best, then perhaps those dedicating to seeing the Bazaar protected should be placed on the outskirts and check points. Easy enough to come in response of emergency, but no longer over reaching.

For the fate of who shall take over *he pauses*

Every faction has the potential to lay claim to the territory, but not all are prepared for the responsibility it would entail. I believe the Fated are onto something here, but perhaps it should be a partnership or join operation with the Indeps to ensure that their voice continues to be heard. They have been sorely pressed and they continued to ask for help when only the Harmoinium only seen them as little more then fleas giving an itch. A trial basis if you will, and then after an alloted time, a status report on improvements. I would like to hear more on this initiative and where it is going.

He walks back to his section, sitting below Factol Darius, pensive

Morthos is seen nodding and smiling when the silver-haired elf sits down. He agrees with the elf's general position and is quietly telling the others around him why. After several long moments, he leans back in his chair to await the next speech.

The Speaker admonished both Mauric and Xander for their "speeches" from the sidelines, warning that the next person who decided to interrupt the meeting for extra speaking time really would be escorted outside - immediately!

Nica nodded firmly in approval to the speakers resolve and decision. She would've after all revealed an open display of disdain toward the out of turn speeches. Though maintain composure, knowing that Harmonium would do no favors by responding to them.

Kala finally raised from her seat sighing, she stood up for a few second looking at the entrance of the hall, before she walked up to the podium.

- We Believers of the Source acknowledge the importance of the threats posed by outsiders and we believe that this should be the primary concern of this council. However... We cannot let the whole bazaar matter be ignored under the pretence there are bigger problems, especially if this one can be solved today here and now.

The Harmonium has been given a mandate and a lot of evidence seems to be leading that it failed on a repeated basis. It is even unable to protect its own informers from personal vendettas to the point that trusting them has become complicated. Worst of all, we haven't heard anything about the trial regarding the Doomguard prisoners, will they be allowed one or is this another case of an arbitrary raison d'état? I'm well aware that among the ranks, many are trying to correct theses wrongdoings and do their best, this is why we should give the harmonium the time to remove its bad apples and focus on more important threats where its manpower is needed, rather than the dull task of guarding the bazaar.

We propose to vote a motion allowing the Free League to guard the bazaar with their own means and without any other factional involvement. The bazaar must remain a neutral ground and the League has all the resources to make it happen. We also think it's time for them to face their responsibilities as show us what they can do. However, should the situation worsen in the matter of a year, another council should be called to discuss the possibility of giving the Harmonium a second chance.

As Factor Ta'Kan finished her speech, and seeing as no one seemed to be interested in talking, Rhistel slowly stands up to catch the Speaker attention.

"If no one else wishes to speak further, might I be allowed another word before to vote is called?"
