The Fraternity of Order, the name is the definition. We are charged with upholding the order of the land and the laws which govern it and we are not allowed to shirk this responsibility for friendship, belief, or personal gain. The GuvnerÂ’s specifically are charged with trying those who have broken laws, and helping to determine the innocent from the guilty. Our brethren in the Triad each have their own rules to follow, and are not exempt from the laws which govern each and every one of us residing here. Without exception, they must respect the charge laid at their feet and serve the greater good in the manner in which their office dictates. The Harmonium capture and detain, the MercykillerÂ’s punish, this is the law of the land and we each uphold the others, that is our task.
Now, grave claims have been laid at the feet of one of our members, and we take this seriously for nau one is above the law. What we ask is what we, as Guvners, always ask and that is for evidence. Evidence from both sides of this conflict so that a just and right decision can be made in these proceedings. We do not ask for words of anger, or for hate, we ask for that which we have always striven for and that is truth based on facts that can be substantiated. If there is such evidence we respectfully ask that anyone willing to give it or in possession of it provide it now.

After getting the sign of the Speaker Factol Sarin gets up and clears his throat and looking over the assembled factioneers he takes note who is sitting where and who is chatting with whom.
He has a calm aura of authority surrounding him and as the paladin speaks his voice fill the room.
"Ladies... Gentlemen.
First I want to thank Factol Pentar for bringing this up as it is a serious business indeed... and I thank our allies from the Fraternity for their most eager support.
Not long ago we were informed by our Triad allies that the Doomguards are planning to move troops to the Bazaar to establish an armed presence on the Great Bazaar.
There are claims that they have been invited by the Indeps but as they have no single voice nor are they a Faction or represented in this Hall the Indeps themselves are not authorized to make such a move.
When a mixed group of Harmonium and Mercykiller officers who were supported by volunteers investigated we found the Doomguards on the move already.
One of our squads was wiped out by explosives, the Doomguards choosing death before capture, taking our soldiers with them.
There was another battle in the settlement located in Undersigil where our troops clashed with Doomguard forces led by Factotum Cromlich himself.
These acts of aggression are a direct breach of the Blood Oath and a direct threat to Sigil's stability and peace- a threat to the stability of this council as well.
Long ago the Harmonium was invited to bring peace and stability to this town, a mission we follow up to this day. It is our duty, a duty we fulfill for all of you, all Factions of the Cage."
He looks over the assembled factioneers again, lets his words sink in.
"I hereby ask this body to take action and sanction the Doomguards for the breach of the Oath. To ensure the security we propse to patrol the Bazaar with more troopers. We also demand that reperations are paid by the Doomguards to all Factions of the Cage and to saction their unlawful attacks their weapon sales to be taxed double for the next ten years "
The Factol sits down again while the Speaker now adresses the crowd.
"We heard the Factols Harmonium and Doomguard, both presented their case. It is now to the other factions and their representatives to speak just like the Fraternity of Order already has. Then we will allow both the Doomguard and the Harmonium to summarise before we set a date to vote on this."

Quietly sat not too far from his Factol, Rhistel listened at the overture speech, seeming not surprised at all by the accusation thrown, nor by the target they were aimed at.
Sure, he is surprised to see Deltana walk to the podium for the Guvners even before the Harmonium's Factol, but still...
As Sarin's statement comes to an end, he looks around the room to see who will walk the podium next.
He seems intentioned in listening at whatever the others have to say before even considering speaking, secretly hoping the Duke will be able to remain just as quiet for the entire time...

Listening to the Factol of the Doomguard give their claim, Xander held a solid expression and stoic demeanor through the speech. Like a couple of others about the hall, he gave no hint of surprise to their claim and largely remained motionless as he observed through his tinted glasses.
Once Deltana took the stand and gave the Guvners speech, he smiled warmly towards her and gave a whisper when she returned next to him. Likely words of encouragement towards her.
As Factol Sarin took the podium and made their counter claim he gave a knowing smirk, however brief. His gaze then drifted behind the cover of the shades to two others within with a soft casual nod. They themselves would recognize that it was directed towards them.
At this point he waited patiently for the matter to sort itself out as it seemed well upon its way to do so. At least by his reckoning. His fingers laced over his knee as he listened and glanced about the hall.

Sitting in the back rows at the very top floor of the Hall of speakers Vale listens to the Factols as they play their game of politics, Carefully weighing every word they speak over in his mind but otherwise looking quite impassive from the outside.

Factotum Fintan Having found his section to sit below Factol Darius, drumming his fingers on his knee, but the conversation to his right catches his attention, his ears perking and pointedly looks at Kala.
