Notary three Nica entered the Hall of Speakers, seemingly tired, however not tired enough to forget to salute and show respect to her superiors before being seated. Having come as fast as she could, a stack of paper prepared on her hands, even if still little late. Making her way promptly to the rest of the Harmonium and murmur with them to get an update of what she had missed.
Her discontent of the sudden emergency meeting unconcealed upon her angular expression as she casted a stern glance toward the Doomguard. Then again, she had a resting-stern face upon her almost always, so that wasn't remarkably different.
Nica would remark to her superiors simply in a hushed tone "Factol, I would like to formally apologize for my delay, I came as fast as I could. Let me know if there's anything I can assist with."

We can obviously expect the two involved sides to accuse each other of many things blurring the whole picture a third tale of what happened could perhaps shed some light and add some nuances to the grave accusations we just heard."

Sitting and waiting had never been Altair's strong point. Especially paying attention to things like politics. It was completely different from hunting prey. Even when they moved there would be no satisfaction of a kill, of a successful hunt. Only more disappointing arguing. But heavier things weighed on his mind, and he did his best to pay attention to the Factols at least, while thoughts whirred in his head of what he knew about what was going on behind the scenes.
Kala's question jolted him out of his quiet thoughts, as he tried to piece together what she'd asked him. "Arg's righ'. Anyfin' I coul' say woul' be pers'nal 'pinion an' blowin' 'ot air. 's a roigh' bloody shame, it is."

Dace stands up from the Mercykiller ranks.
"What the esteemed Factol Sarin of the Harmoium said is mostly true. I say mostly because a few additional facts weren't brought up, that I wish to clarify for all gathered here.
We did indeed recieve a warning that the Doomguard were planning to martial a military force into the bazaar. Specifically, this warning included the fact that they planned to assault the streets in the Lower Ward and potentially the Clerks ward by agitating local beasts beyond the Beastland portals. Their plan, according to various sources, was to occupy the Harmonium in a series of strategic strikes, while their main attack force moved up from Undersigil and violently pushed out what remaining Harmonium they encountered in the Bazaar.
We took time investigating the claims, and found clear signs that the attack was indeed impending. Included among these are -signed testimonials- by various individuals , including one directly involved and others who were witness to the Doomguard themselves letting on claims that a major operation in the Cage was in order.
Preliminary recon revealed troop movements were indeed occuring, which prompted Triad units to move into Undersigil and perform a security sweep.
Now, what Factol Pentar has left out of her wonderfully re-written historical account is this; the Doomguard units bellow attacked first.
They left no scope for discussion, and instead rushed our forces on first contact. After dealing with such repeated assaults, we eventually encountered their demolition teams. Their procedures, targets and measures taken were NOT those of routine training. They had intended to set up ambushes and seemingly cripple surface level infrastructure.
Furhtermore, once our units reached Undersigil, we found an even more disturbing revalation; a large mob armed and rallied behind the Doomguard Cromlich, preparing in front of the entrance for a march to the surface.
I will remind this council of Undersigil Village's population; Tharzidun cultists, anarchist cells, and other malcontents who have more often than not in the past expressed violent difference to everything that occurs on the surface. So I would ask what purpose arming this massive force had other than to cause bloodhsed in our streets?
This mob was also, for the record, given every chance to disperse peacefully before resisting and attacking. I applaud the Harmonium's conduct in this matter, for managing to subdue the vast majority even in the face of violent reprisal.
To summarize, and to re-stablish the real matter at hand:
The Doomguard conspired with bealegurants to commit an act of terrorism. They planned to storm our streets violently and slaughter their way to their goal, while instagating more chaos in the other wards. They planted explosives through out the Undersigil levels, with the hope of weakening surface infrastructure as well as killing any other Triad and citizens alike to venture bellow.
And as should please this council, we do indeed have evidence for your pleasure. Witness testimonials- both writen and if it pleases, personal. We have material evidence; explosives recovered- both undetonated and detonated. We have several Doomguard faction badges from the scene. And we have the equipment they armed this mob with.
Oh yes, and we also have SOME of those involved in this act of treason. "

We expect that they will pay reparations for the damages caused, as well as pay a fine for weakening Sigil's security even as we are faced with invasion from the outside by the corrupted Winter Court and its allies.
We further expect that as a consequence of this act, their armed forces be placed under limitations, that this may not occur again. For i will remind this council that this is NOT the first time the Doomguard have attempted to thwart our security, but also instigate a civil war. Daces's words prompt a cheer from the seats of The Mercykillers, mirrored by contemptuous shouts from the Doomguard and general noise without much inflection from the Xaos'. Among the general cheers and jeers a few choice words and phrases can be heard from various parts of the hall.
"Everyone knows the Sinkers cannot be trusted."
"Mercykillers wouldn't know justice if they had it naked and screaming tied to a wrack."
..."Came right up and stole my dolphin."
An angry exchange takes place between an albino Tiefling sitting among the Bleak Cabal and a golden haired dwarf wearing a Sign of One badge.

Danica looks around at the confusion and outrage, taking the opportunity to stand.
"Can someone please return the dolphin so we can get back to business?"
This was clearly an attempt at getting people to focus on how silly the outrage really was, desperate to refocus the gathering. It also lent credence that the Xaos were not to be ignored, while still maintaining the professionalism due her station.
