Charae leaned to the side and had a quiet conversation with Namer Dace. When finished, she stood up and said calmly, "Factor Kala, I ask that you please not throw around accusations at any of the factions unless you have evidence to support your claims.

"The bill you seek to pass attempts to shatter the foundation of the council's law. The Triad of Law act directly in accordance with the laws of the city. As you point out, each faction governs themselves outside of Sigil, but within the Cage we are all under the regulation of the city's laws. If the bill is passed, then the laws of the city will only become much more complex and easier for outside parties to manipulate. Look at it for all angles and not just from the short term benefit of factions gaining more autonomy. If the bill is passed, any time a law is broken in Sigil, the Harmonium will have to take into account where the crime took place and the faction that owns the property it took place on. Then the Harmonium would have to request permission to make the arrest? That is not law. That is anarchy.

"The Indeps have no factol to represent them on the council and therefore cannot make decisions that impact what happens in the bazaar. That responsibility remains firmly in the hands of the Harmonium to enforce the laws and the city's council to build them. You propose a system where Sigil is not united under one universal law placed down by the council, but to be divided into fifteen divisions of interfactional laws where one crime will not be punished the same way in each area. It promotes favoritism and inconsistency. The anarchists would take advantage of this to the extreme and your attempt at promoting autonomy will result in the destruction of factional unity."

Simply in the section of the Harmonium -- buried in a sea of red with her fellow Hardheads -- Ember F. Chambers had been listening the entire time, with her arms folded and her eyes closed.

She noticed how none from the Harmonium had said anything. After reflecting on everyoneÂ’s words, and waiting till the hall was quiet, she decided to stand and address the hall in general.


"Honored speakers, I am not a high official of ze Harmonium -- and my zoughts do not represent ze zoughs of my superiors. I am a simple Namer, but I hope you vill lend me your ears -- despite ze low rank and ze heavy accent."

She pauses, briefly, as her eyes look over the various factions present.

"Many valid concerns have been raised. Some fear us Harmonium occupying your faction headquarters unjustly, and vould razer police your own, vhile ozers fear ze factions making zeir own laws for zeir headquarters and harboring criminals. I believe zere is a vay to address bozth of zese concerns -- and zat coming to a comprise vould be ze best direction for harmony.

“For ze first concern, a law could be made, preventing any faction -- including ze triad -- from entering a faction’s headquarters vizout zeir consent. Ze law should not be absolute; however, and as ze council -- not ze Triad -- deems necessary, it should be allowed for factions to enter anozer faction’s headquarters.

"For example, in event of an external zthreat entering a faction, and ze faction is in danger, a move could be made to allow ze Harmonium to enter and aid ze faction. Just keep in mind, zis vould limit our ability to respond in a timely manner, due to ze legal process.

"For zis autonomy to happen; however, ve must agree zat all factions vill adhere to ze laws set forzth by zis council. Factions in breach of zis, and harboring criminals, vould risk losing ze legal right to police zeir own faction -- and in ze case of zis, ze Harmonium vould be allowed to enter, as deemed necessary to investigate criminal activity.

"It is a simple proposal, but I am curious if zis vould address ze concerns on all sides, to at least some degree. As for officers drinking vhile on duty, I believe zat is a simple matter of discipline from zeir superiors."

And with that, the Hardhead sits down.

///Agreed. Anything said or done during this part of the plot must be seen/heard by all or none. Had Charae said it aloud for all to hear, I'd not have opposed it although you might have been sanctioned by the speaker.

Getting tired of all the bickering he heard, Ra stood up and walked in front of the Fated representatives, waiting Ms. Chambers to finish before letting go off his second speech.

"Ladies and gentlemen of zhis fine gathering... we gathered 'ere today tae prove a point about the Triad, an' zhey are doing so well at doin' our work fer us, zhat I was beginnin' tae think I didn' need tae make a second speech.

It seems our dear friends at the Guvners forgot what zhe point of zheir Laws are in zhis city... zhey are supposed tae be zhe foundation with which we conduct our civil lives... zhe foundation of a well-working civilization. Now it's zheir only a tool tae try an' fock us over with. Zhey seek to turn zhese written words against us, claim zheir overlordship is fer our own benefit an' label other factions as unimportant." He sent a respectful salute towards Mauric "Perhaps zhey oughta reconsider zhat, should zheir allies, which zhey love tae use as tools, start havin' secound thoughts. But first, lemme tell ye a bit about what true chaos is like, when people get so fed up zhey don' give a shyte about laws or civilized life. Ye end up like me people, zhe illithyir. Our only law says zhat people with zheir parts on zhe outside are always inferior an' worthless. We stab eachother in zhe back as a hobby an' rape is considered a fonneh past time.

For zhat's right, we ask fer zhe autonomy of ruling over our own ground!. An' in zhe eyes of our guvner 'overlords', zhat's considered treason it seems. Who are we, lesser factions, tae demand exclusive rights tae our philosophy's forum, our activity's center an' our home in zhis gods forsaken city? Well I'll tell ye who we are. Gods damned pissed off factioneers an' citizens, zhat what! An' ye better start considerin' us as more zhan subjects, or soon ye'll have nae one to write laws for."

"An' now, let me adress our dear friends, zhe Sodkillers. Wi' all do respects tae m'lord Swan's Song an' yer noble Sons, zhis is nae aimed at ye. I mean, where do I even begin pointin' out zhe Berkkiller's ravin' incompetence? I'm at a loss, really. But let us begin anyhow by pointin' out zhe obvious. Ye're in an alliance, yet ye just broke it pretty much cus nothing's yer fault. Yer too perfect tae let such a mess like zhe Far Realm invasion happen... ohh, wait, 'twas yer factol zhat got infected first an' threatened everyone in zhis very Hall. Oops.

Ya claim tae 'ave suffered zhe most casualties, but zhat's nae because ye were zhe only one tryin' tae do somethin'... ye were zhe onleh ones focken' dumb enough tae ignore yer own important laws and protocals an' act like idiots. Stubborn idiots, mind ya... why wait fer help or ask fer it when ye can bleed yer namers dry? Ye recruit jus' 'bout everyone zhese days, withou' even botherin tae teach zhem zhe Eight Tenets, zheir role in zhe city or checkin' zheir criminal records. I mean, which o'er faction has 'ad such a dramatic drop in recruitment standards? Oops again.

A friendly suggestion, I'd suggest ye calm yerself an' look intae a mirror frem time to time... ye'll see a lot of flaws withou' having to public humiliate yerselves."

With that, he turns towards the Harmonium, then the general crowd.

"As a final note, I hope zhat zhe good people of the Harmonium can see zhis situation just as clearly as we do an' make zhe right decision. Zhat is all I have to add for now, thank ya for yer attention."

He bows, and returns to his seat.

The construct screeches and blubbers a bit, the signer looking down at it annoyed then adrssing the drow.

"I suggest to choose your language more carefully as every word will be written down as it has been said. Profanities have no place in this hall.

I also remind the gathered dignitaries that all factions have already the right to make the rules of conduct and behaviour when it comes to their territory."

He nods into Scamp's direction, confirming what he said- but then lets the discussion go on.

Garen asks again, this time turning directly to Kala

"Again I ask if this bill will create areas within the city, Faction territories under your control, into independent areas where the councils law will not matter... areas where you will decide what laws will be obeyed.

Will this bill turn Faction buildings into independent territories?"

As the attention shifts to Garen and Kala, Emila glances around the hall trying to gauge the expressions and reactions of those present. She would mostly like to know how worried the Triad seem, if at all.
